clarify construction documents or address unanticipated field conditions; providing construction <br />staking; and reviewing contractor submittals for conformance with the construction documents. <br />In addition to being the designer of the current project, Winzler and Kelly Consulting Engineers <br />was the City's consultant for the completion of two other similar downtown redevelopment <br />projects: the West Estudillo Pedestrian Connection project and East 14`''/Davis Street Lighting <br />project. For this reason, it is the most suitable firm to perform construction support services on <br />this project. <br />Current City Council/Redevelopment A~ency Policy <br />• The project complements other recently completed downtown improvements, such as the <br />History Museum/Art Gallery, the West Estudillo Avenue Pedestrian Connection, the History <br />Walk, and ornamental lighting on East 14th and Davis Streets <br />• Elements of this project were taken from the City Council San LeandroBART Area <br />Revitalization Strategy, as well as the Downtown Plan and Urban Design Guidelines <br />• The 2007 Mid-Term Review of the Redevelopment Agency 2004-09 Implementation Plan <br />specifically identifies the Downtown Pedestrian Improvements in the Plaza Redevelopment <br />Project Area as a high priority public improvement project. The Plan also identifies <br />improvements to the downtown pedestrian environment as part of the economic development <br />objective in the Joint Redevelopment Project Area <br />Previous City Council/Redevelopment A~ency Action(s) <br />• A City Council Work Session was held in February 2003 to discuss possible improvement <br />projects for the downtown area. The proposal for the installation of the downtown decorative <br />lighting was favorably received by the Council members <br />• City Council-appointed advisory committees were established for the development of the <br />Central San Leandro/BART Area Revitalization Strategy and the Downtown Plan and Urban <br />Design Guidelines <br />• On November 3, 2003, by Resolution No. 2003-223, the City Council awarded a design <br />contract to Winzler and Kelly Consulting Engineers <br />• On September 20, 2004, by Resolutions 2004-145 and 2004-020 RDA, the City Council and <br />Redevelopment Agency (RDA) approved the grant of an easement for the construction of an <br />entrance archway, footings and storm drain <br />On September 4, 2007, by Resolution 2007-116 the City Council certified the TOD Strategy <br />Environmental Impact Report <br />• On April 7, 2008, by Resolution No. 2008-033 and Resolution No. 2008-009 RDA, the City <br />Council called for bids on the project and the Redevelopment Agency authorized the City to <br />act as its agent for oversight and administration of the project <br />• On April 7, 2008, by Resolution 2008-033, the City Council approved the plans and <br />specifications and called for bids <br />• On April 7, 2008, by Resolution 2008-009 RDA, the RDA approved the plans and <br />specifications and called for bids, authorized the use of Redevelopment funds and authorized <br />the City of San Leandro to act as its agent for the oversight and administration of the project <br />• On June 16, 2008 by Resolution No. 2008-067 and Resolution No. 2008-016 RDA, the City <br />Council awarded a contract to McGuire and Hester, for Project No. 07-961-83-054 <br />
