Faria (property owner); Al Pascual and Associates (civil <br />engineer). <br />INTRODUCTION <br />Pursuant to Title VII, of Chapter 1 of the San Leandro Municipal Code, please accept this as the <br />City Planner's Report on Parcel Map 9804 and Condominium Plans for 1855 Hays and 320 <br />Castro Streets. <br />BACKGROUND <br />The corner property at Hays and Castro Streets was recently developed, last year, with atwo- <br />story duplex. The development was entitled by the Board of Zoning Adjustments per a <br />Conditional Use Permit and Site Plan Review in June 2005 (PLN2005-00027). A use permit was <br />required due to the substandard width of the property and a site plan review (design review) was <br />required due to the two-story design and being atwo-unit proposal. <br />The northerly half of the duplex includes three bedrooms, three bathrooms, and a bonus room on <br />the second floor and a den on the ground floor. Its living area totals 2,377 square feet including <br />960 square feet on the ground floor and 1,417 square feet on the second floor. The southerly half <br />of the duplex has three bedrooms, two and one-half bathrooms, and a game room on the second <br />floor and a family room on the ground floor. Its living area totals 2,008 square feet including 718 <br />square feet on the ground floor and 1,290 square feet on the second floor. Each unit has an <br />attached two-car garage with a floor area of 508 square feet. <br />On September 18, 2008 the applicant received approval from the Board of Zoning Adjustments for <br />a conditional use permit (PLN2008-00027) to convert the duplex into a condominium for ownership <br />or for sale as two individual units. <br />DETAILS OF PROPOSAL <br />Parcel Map 9804 is a single lot subdivision. As shown on the accompanying Condominium Plan <br />the single lot will contain two units, which may be owned and/or sold individually. The Plan also <br />shows the yard areas for each of the two units and the air space the buildings would occupy on top <br />of the single lot. <br />
