Green Update 5 October 6, 2008 <br />applications (e.g. major additions, new structures or rebuilds) will be required. to submit <br />either a LEED or Green Point Rated (GPR) checklist. <br />• In an effort to encourage the installation of residential photovoltaic systems (solar panels) <br />within the City of San Leandro, the Building and Safety Services Division has established <br />a new, minimal permit fee of approximately $120. Since May 2007, building permits are <br />issued as electrical permits for solar panels. The fee covers the basic electrical permit <br />and plan check, only. <br />• Building and Planning staff has undergone extensive training leading to Green Building <br />professional accreditations. The Chief Building Official and two Building staff are now <br />Certified Green Building Professionals as well as GreenPoint Raters for New Homes and <br />for Existing Homes (accreditations from Build it Green); a Senior Planner is trained as a <br />LEED Accredited Professional through the US Green Building Council and is also a <br />GreenPoint Rater. <br />ENVIRONMENTALLY PREFERABLE PURCHASING POLICY <br />• The City adopted an Environmentally Preferable Purchasing (EPP) Policy in October <br />2004. The policy states that the City must consider environmental attributes such as <br />water conservation, energy conservation, waste reduction, and recycling in their <br />purchasing decisions. <br />• The City newsletter is printed on paper with the maximum amount of post-consumer <br />recycled content available. <br />• In July 2008, the City entered into a new janitorial contract which requires compliance <br />with the City's EPP policy. This includes a provision for the use of Green Seal cleaning <br />products; recycled content paper supplies; unbleached or no chlorine paper products; and <br />recycled content trash bags. This contract covers the maintenance of all City-owned <br />buildings. <br />RECYCLING <br />• The City has exceeded the state mandated diversion rate of 50% of waste from the <br />landfill every year since 2000. In 2006, the City reported a 64% diversion rate. <br />• In June 2008, the City adopted a goal of achieving 75% waste diversion by 2010. <br />• In FY 2007-2008, the City of San Leandro enhanced their Solid Waste Program with the <br />following measures: <br />o Implemented no-cost recycling and composting for commercial businesses; 500 <br />businesses have signed up for the service to date. <br />o Implemented weekly recycling for residential customers. <br />o Implemented weekly used oiUfilter collection for residential customers. <br />o Collected household batteries and fluorescent lights at two public collection <br />events (in November 2007 and May 2008). Staff collected 900 lbs of household <br />batteries and over 1000 fluorescent lights. <br />
