More Utilization of Runway 29 by Noisy Aircraft(1~~=~i ti~~ `~'~J L ° ~ N'r"~~ ~- <br />The. current noise abatement program assigns all jets, turboprop aircraft over j^~'~"~" <br />17,500 pounds, four-engine reciprocating powered aircraft, and surplus military <br />aircraft over 12,500 pounds to Runway 29. This requirement has been <br />incorporated into the noise abatement program for the North Field. <br />5. Prioritize Runway 9R for Departures and Runway 27L for Landings at Night <br />This procedure is a component of the preferential runway use program that has <br />..been incorporated into the noise abatement program for the North Field. <br />6. Utilize Runway 09R for Nighttime Departures <br />This concept was suggested to keep most aircraft from using Runway 9L at night <br />to keep them further away from residences. The preferential runway use program, <br />along with the Quiet Hours Program, has been incorporated into the noise <br />abatement program for the North Field and this program has provided noise <br />reduction benefits. <br />7. Encourage Nighttime Use of Runway 27R <br />This concept was intended to keep aircraft further away from residences in <br />Alameda and over the golf. course during nighttime departures. The preferential <br />runway use program, along with the Quiet Hours Program, has been incorporated <br />into the noise abatement program for the North Field and this program has <br />provided noise reduction benefits. <br />Section C. Inactive Noise Abatement Concepts/Options <br />1. Helicopter Over-flight and Noise Issues <br />Originally the helicopter noise issue was associated with early morning news <br />media helicopters. Various discussions were held with the helicopter operators on <br />occasion in the past when they were tenants on the North Field. In these <br />occasions, and with community education sessions, FAA FSDO personnel were <br />included as they were directly involved with helicopter regulations and air traffic <br />control. News media helicopters moved from the North Field years ago and are <br />now based elsewhere and the NFRG membership has little influence on those <br />operations. More recently a helicopter training school operated from the North <br />Field but subsequently terminated operations. The Oakland Police Department is <br />based at the North Field. As helicopter noise issues will continue to be the focus of <br />community concern, this item will remain inactive but left open for periodic <br />examination or further education when required. <br />Status: A special analysis report was produced by the OAK noise office and <br />presented to the NFRG and helicopfer operators at fhe meefing held on March 12, <br />2008. The report is titled Helicopter Sfud~ Davis West 2008 and is available on the <br />www.oaklandairport.com website. <br />2. Restore Runway 15133 Displaced Threshold for Night Departures <br />This concept would be employed to restore the Runway 15133 to its original length <br />by converting Taxiway Papa to runway use.
