recommendations that had been created in 1997 when the group was first formed. Some of the <br />recommendations have been accomplished, some are on-going and part of the Group's work <br />plan, and some were found to be infeasible. Mr. Gallo did not attend the Committee meeting <br />and was therefore not able to share his comments with the Committee. However, after <br />reviewing the list and answering the Mayor's questions, the Committee was assured by City <br />and Airport staff that the list was still in the review stage with the North Field Group, and the <br />Group was planning to meet on Sept. 10 to do more review of the list. <br />Committee Recommendations <br />None <br />3. Report from North Field and South Field Study Groups and Aviation Stakeholders <br />Advisory Committee <br />Kathy Ornelas gave a report. Besides the above referenced Noise Abatement Options Review, <br />the group learned that the FAA has decided to no longer pursue installation of an Instrument <br />Landing System (ILS) on the North Field's 27L runway. They gave a few reasons for this, <br />economic restraints being chief among them. The FAA budgets about $5 million annually for <br />ILS installations around the country; yet one ILS installation alone can cast well more than $5 <br />million. The ILS that had been intended for Oakland Airport has already been installed at <br />another airport. Also, the FAA is beginning to focus more resources on developing satellite- <br />based and Global Positioning Systems rather than fixed ground -based systems. The Port had <br />written the FAA asking for a written explanation as to why the project had been halted; as yet <br />they have not received a reply. The Mayor offered to write afollow-up letter asking for the <br />same information, with copies going to our Congressional representatives. (see attachments) <br />Relating to the South Field, a study has been commissioned to determine the noise impacts on <br />San Leandro neighborhoods resulting from corporate and larger jets being required to depart <br />from the South Field due to a 1976 settlement agreement the Airport has with Alameda <br />communities. San Leandro South Field representatives want to know what noise events are <br />occurring in San Leandro neighborhoods because of this preferential runway use agreement. <br />Rob Forrester, Airside Operations Manager for the Airport, introduced himself to the <br />Committee and described the staffing reorganization at the Airport. With the retirement of <br />North Field Manager Larry Berlin, the Airport has eliminated that position. Instead, as is the <br />case with the South Field, the North Field will now be supervised by a Superintendent who <br />reports directly to the Airside Operations Manager. <br />Regarding the Aviation Stakeholders Committee, the most important item to report is that the <br />Port has shelved any plans for a third terminal at the airport and for a parking garage due to <br />downturns in the economy.
