It has just come into my possession and I
want to share the report with you. I am also not certain if this is a final report and accepted by the
North Field Research Group or a draft. I do not see "draft" written across the report.
In reviewing the document, I do not see that a San Leandro community representative attended
the meeting of May 13, 2008, so it does appear we may not have had a proper representative to
reach the conclusions rendered in the report. Also I am without information as to the outcome of
the June 11, 2008 meeting when the group was to adopt the report and act upon
recommendations 1, 2, or 3 as outlined on page one of the report.
At-the moment I am uncertain as to whether or not I'can accept all of the recommendations
mentioned in the report. There are items that are being considered to be dropped from the work
plan of the North Field Group. Without your input and the community, I am wondering if we
should just go ahead and accept the report or entertain changes that should be incorporated that
are not now there.
Some areas for consideration: Note page three item 5-"Move the Runway ILS 27R to Runway
27L." This item has been placed on "hold."
We should discuss this item in committee and decide a policy for San Leandro.
We need to review under Section B. Noise Abatement Programs-Ongoing number 3. It states:
"Typically pilots use the 140 degree heading, which results in aircraft flights over the Neptune
Drive area of San Leandro." It is a part of the work plan; however, we must make certain all
night time flights using 9R do not impact any of our residential areas, including Neptune Dr.
Page 4, number 4. "More Utilization of Runway 29 by Noisy Aircraft." This one is troubling to
me and we need clarification. It would appear this matter may increase noise over both Alameda
and San Leandro and so, I think we need to review this one carefully and get a firm definition on
what constitutes noisy aircraft and then we need to know how noise events from these aircraft
can be mitigated.
