riders were asked: "Is your employer on this list?" If they said no, they were asked if they <br />worked locally. To ensure that employees would feel secure acknowledging details of their <br />employment, the poster said, in English and Spanish, "Remember -everyone can ride the <br />LINKS Shuttle." Ms. Brock then provided the Committee with brief summary of the rider <br />survey results (the complete report is attached). <br />• 66% of shuttle riders work for employers in the BID and another 11 % work locally, <br />presumably for small employers (five or less employees) in West San Leandro that are <br />exempt from the BID. <br />• 93% of riders use the shuttle to commute to work. <br />• 47% of shuttle riders live in San Leandro or Oakland. <br />• $9% ride the shuttle every day; 68% ride the shuttle in the morning and the afternoon. <br />• 85% say that losing LINKS would present a financial hardship for them. <br />The Committee discussed the size and frequency of the LINKS shuttle, the methodology <br />used to gather the data and the peak ridership times. Hollister explained that these survey <br />results would be reported out to the City Council and reviewed by the BID Advisory <br />Committee. <br />Recommendation <br />The Committee accepted the LINKS 2008 Shuttle Rider Survey and recommended it be <br />forwarded to City Council for their information. <br />2. Update on Development Projects: <br />a. Business Improvement District (BID) Advisory Board: Community Development <br />Director Sims informed the Committee on the role of the BID Advisory Board, <br />explaining the Board consists of five members -the Engineering Director, the Finance <br />Director and three business people from within the BID area. These members are tasked <br />with reviewing how the BID assessment is being spent and preparing an annual report. <br />Currently the board has one vacancy. City staff sent a recruitment letter to all employers <br />within the BID area in order to recruit a new board member, and currently has two <br />interested individuals. <br />Councilmember Souza requested that a copy of the letter be sent to the City Council so <br />that Council members could contact potential candidates for the Board. Sims informed <br />the Committee that the letter had just been released to the businesses and that there was <br />ample time to attract potential candidates. <br />b. Redevelopment of Former Target at 15555 Hesperian Boulevard. Wal-Mart received all <br />necessary building permits and has begun the tenant improvements to the former Target <br />
