no expectation that the City will fund travel or lodging expenses for visitors from Friendship <br />Cities. <br />E. The City may terminate a Sister City or Friendship City affiliation if, after considering such <br />factors as community involvement, length of no contact or visits, funding, etc., it determines <br />that continuation of the affiliation is not in the best interest of the City. <br />VI. City Official Visits to Sister Cities and Friendship Cities <br />When a City Councilmember initiates a request to visit a Sister City or Friendship City, such <br />request will be made in writing to the City Council on the attached form, which includes <br />information regarding the proposed itinerary, how the travel and expenses will be funded, and <br />other assistance the City will be asked to provide (i.e. gifts to be presented by the <br />Councilmember). The Civic and Cultural Committee will make a recommendation to the City <br />Council, including a recommended budget for the visit. The Mayor will send appropriate <br />correspondence to the Mayor of the Sister City or Friendship City. <br />When an invitation is received from a Sister City or Friendship City for San Leandro officials to <br />visit that city, the City Council shall review the invitation or request, including what expenses, if <br />any, have been offered by the Sister City. The City Council will then consider recommendations <br />from the City Council Civic and Cultural Committee regarding who will represent the City and <br />how the travel and expenses shall be funded. <br />In either case, if the amount of funds allocated by the City Crn~ncil for the travel ~ln not <br />adequately cover all of the anticipated or actual expenses the Councilmember or Mayor may use <br />a ortion of his/her Council District Transportation and TrairL a budget in_ lieu of attendance at a <br />conference or training during that fiscal vear. <br />To the extent possible, the Mavor or Councilmember anticipating travel to a Sister Citv or <br />Friendship Citv should submit the request to the Civic and Cultural Committee durine the budget <br />preparation process for the fiscal vear in which travel is anticipated If this is not possible the <br />City Council will authorize the Citv Manager to fund the travel through the use of General Fund <br />contin~encv funds. <br />In accordance with the City's policy on travel and reimbursements (Resolution 2~~h-791 meal <br />for spouses, family members. and other third parties shall not be reimbursed Lod~ina will be <br />paid for at the single-room rate; payment for additional costs for higher occupancy lodging will <br />e the responsibiliiv of the Councilmember/Mavor <br />The cost for any private travel associated with the Sister Citv/Friend hip City visit (i e extra <br />excursions or travel to other cities or countries) will be the responsibility of the Mayor or <br />Councilmember. <br />If City staff is assigned to accompany the Mayor or Councilmember nn Rister City nr Frienrlchin <br />City travel. the above guidelines will apply to funding of staff travel as well <br />
