proposed 400 space garage makes practical sense given the area. A larger structure would <br />look out of place in the area. Luke Sims also stated that this project would ease the employee <br />parking issue that currently exists downtown. <br />3. Discussion Regarding TOD Grants <br />Keith Cooke gave a presentation on TOD Grants. The four factors involved that assisted the <br />City in procuring these grant funds included: affordable housing units as part of the grant <br />application, the projects are located next to major transit outlets, the City had an improved <br />TOD program and the City is already in the process of improving amenities around the City. <br />Keith stated that the grant funds would be used for rebuilding the BART parking garage, the <br />construction of a parking garage for affordable housing units, sewer and storm system <br />improvements, underground utility improvements, increased streetscape in TOD area for <br />pedestrian traffic, improvements to San Leandro Boulevard, pedestrian railroad crossing <br />upgrade and street improvements on Martinez and Alvarado Streets. <br />Discussion ensued. Mayor Santos has received feedback suggesting that some in the <br />community are equating affordable housing to low income housing. He stated that he has <br />been using the term "work force" housing. Councilmember Souza cautioned against using <br />two different terms when referring to this housing project. Both Councilmembers Souza and <br />Starosciak noted that people may oppose this project for many different reasons. Steve <br />Hollister suggested a fact sheet on Proposition 1 C be put together for distribution and Mayor <br />Santos suggested a one page information sheet on the TOD process. <br />Brief discussion ensued. Mayor Santos asked if there is less coating used for the asphalt. <br />Ken stated that there is a far less amount of coating used, but there are still unknowns. This <br />will be an educational process. They will take off a surface and put it back in. It will keep <br />the traffic flowing. <br />4. Project Updates <br />• Senior Center <br />o Phase I is wrapping up with an expected completion around November 2008 <br />o Phase II -Contractor, Alten Construction, is going through submittal process <br />o Construction to start around Oct. 2008 and take approximately 16 months to <br />complete <br />• Downtown Lighting & Pedestrian Improvements <br />o Construction start date is September 15, 2008 with an approximate 8 month <br />construction schedule <br />• Doolittle Drive <br />o Near completion <br />o Will apply anti-graffiti coating to monuments <br />o Apply slurry seal and restriping <br />• Safe Routes to Schools <br />
