Jer7nanis, City Manager <br />VIA: Luke Sims, Community Development Director ~~-''` <br />Cynthia Battenberg, Business Development Manager `mil/ <br />BY: Elmer Penaranda, Development Planner ~ J~/~~/L' <br />SUBJECT: DISCONTINUATION OF THE WEST SAN LEANDRO/MACARTHUR <br />BOULEVARD AND ALAI~IEDA COUNTY-CITY OF SAN LEANDRO <br />REDEVELOPMENT ADVISORY COMMITTEES AND THE FORMATION <br />OF AD HOC REDEVELOPMENT ADVISORY COMMITTEES, AS NEEDED <br />SUMMARY <br />At its May and June 2008 meetings the City Council Rules and Communications Committee <br />discussed: 1) the discontinuation of the West San Leandro/MacArthur Boulevard (WSL) and <br />Alameda County-City of San Leandro (Joint) Redevelopment Advisory Committees (RACs) and <br />2) formation of an Ad Hoc Redevelopment Advisory Committee on an as needed basis. <br />Although RACs are not required by law, they provide a valuable source of community input for <br />matters ultimately to be considered by the City Council. <br />Staff recommendation is that, as needed, a nine member Ad Hoc RAC be created to serve all of <br />the Project areas (West San Leandro/MacArthur Boulevard, Alameda County-City of San <br />Leandro, and the Plaza). An Ad Hoc RAC would be created in 2009 to provide input on the <br />development of the five-year implementation plan for all three Redevelopment Project Areas. <br />Staff recommends the Rules and Communications Committee recommend City Council adoption <br />of a Resolution to dissolve the RACs and to repeal the original Resolutions that established them. <br />With the dissolving of the existing RACs, staff recommends the City Council host a recognition <br />event where the RAC members would be commended for their significant volunteer time and <br />effort given to the City over the past 10 years. <br />BACKGROUND <br />The Joint and WSL RACs were essential to the prioritizing of the goals, objectives and programs <br />used to implement the Redevelopment Plans. Now that these objectives, goals and programs <br />have been established and priorities determined, the monitoring functions that the RACs serve <br />duplicate the efforts of the Plamling Commission and the City Council Business and Housing <br />Development Committee. <br />The RACs and the Plaiming Commission have similar duties and responsibilities. The declining <br />number of issues to be reviewed by the RACs, the difficidty of supporting the RACs with current <br />
