DRAFT MINUTES <br /> Page 10 <br />September 15, 2008 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Mayor Santos reported that he attended meetings of the Local Agency Formation <br />Commission (LAFCO), East Bay Economic Development Alliance (EDA), and ACTIA. <br />At the ACTIA meeting, he brought up the problems the City experienced with the I- <br />880/Washington Avenue project. Mayor Santos reported that the East Bay Dischargers <br />Authority (EBDA) will hold several meetings this month, and he commented on several <br />issues of concern in the area of wastewater treatment. <br />B. Reports on Conferences and Seminars <br /> <br />None. <br /> <br />C. Reports on Empowerment Funds <br /> <br />Mayor Santos reported that he contributed $250 from his Community Empowerment <br />Funds to Roosevelt Elementary School. He requested that Mammography Screening of <br />Alameda be added to the list of groups eligible to receive Community Empowerment <br />Funds. <br /> <br />D. Reports on City Council Committees <br /> <br />None. <br /> <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Starosciak commented on the increased attendance at the Washington <br />Homeowners Association meetings in recent months. At a recent meeting, presentations were <br />made by Dr. Shira from the San Lorenzo Unified School District on their school bond <br />measure, Measure O, and Sandy Wee from the Manor Branch Library. Councilmember <br />Starosciak commented that she attended the retirement party for City Manager Jermanis and <br />the Asian Cultural Community Association <br />adjourned in memory of Dick Marshall. Councilmember Starosciak commented on an <br />editorial in the Daily Review <br />the East Bay Regional Communication System equipment purchase was not put out for a <br />competitive bid. She asked how much money the City has invested in the system so far, and <br />stated that she would like the City to hold off on providing any more support or funding until <br />the system costs are under control and a budget is in place. Councilmember Starosciak <br />suggested that the Finance Committee could look into this further. <br /> <br />There was consensus of the Council to consider a resolution in support of Measure O. <br /> <br />Councilmember Grant announced that she will be holding a Town Hall Meeting on Thursday, <br />September 18, from 6:30 to 8:30 at Bethel Presbyterian Church. The focus of the meeting <br />will be on emergency/earthquake preparedness, with a presentation by the Alameda County <br />Fire Department. <br /> <br /> <br />
