DRAFT MINUTES <br /> Page 4 <br />September 15, 2008 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Former City Manager John Jermanis thanked the City Council for bestowing on him the <br />honor and title of City Manager Emeritus, and expressed appreciation to the Council <br />and staff for his retirement event. Mr. Jermanis assured the Council that he and his wife <br />Linda would continue their involvement in City and community activities. <br /> <br />Mayor Santos suggested that the City Council consider designating former Mayor <br />Shelia Young as Mayor Emeritus. He pointed to her accomplishments while in office, <br />and noted that she was the first woman to serve eight consecutive years as mayor. <br />Councilmember Grant commented on the teamwork between former City Manager <br />Jermanis and former Mayor Young to bring many projects to fruition, and the advocacy <br />by Mayor Young to secure outside funding for those projects. <br /> <br /> <br /> 3. PUBLIC HEARINGSCITY COUNCIL <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />fill out a speaker card <br />Mayor. When you address the City Council, you should and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Approval of Consolidated Annual Performance and Evaluation Report <br />(CAPER) of the 2007-08 Consolidated Action Plan. <br /> <br />This being the time and place for the Public Hearing on the above matter, Interim City <br />Manager Steve Hollister gave a brief background on the item and introduced Housing <br />and CDBG Manager Tom Liao. Mr. Liao introduced Housing Specialist Steve <br />Hernandez, and acknowledged his work on the CAPER. Mr. Liao gave a PowerPoint <br /> <br /> <br />The Hearing was then opened to the public. <br /> <br />Chris Finn, Board President of Community Resources Independent Living <br />(CRIL) <br />, addressed the City Council, acknowledging the Council for providing <br />additional funding to CRIL. Mr. Finn commented that CRIL advocates for more <br />affordable and accessible housing, and he requested that the Council consider <br />affordable, accessible, and universal design for upcoming housing projects. <br /> <br />Liliana Huapaya, <br />San Leandro resident, addressed the City Council through a <br />Spanish language interpreter, commenting that she is blind, and has been waiting for <br />two years for affordable, accessible housing. Ms. Huapaya requested that the Council <br />consider the construction of more accessible Section 8 housing. <br /> <br />Jessica Lehman, Lead Community Organizer for CRIL <br />, addressed the City <br />Council, commenting on the need for affordable, accessible housing in San Leandro. <br />She noted that CRIL serves hundreds of San Leandro residents with disabilities.
