MINUTES Page 5 <br />City of San Leandro Ciry Council and San Leandro Redevelopment Agency Joint Meeting~eptember 15, 2008 <br />supportive housing project, and a universal design ordinance, which the City of <br />Dublin had referenced in its CAPER in the past. <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br />Councilmember Grant expressed appreciation to the speakers for their comments on <br />affordable housing. She reported that 99.2% of Alameda County Housing Authority's <br />Section 8 units are currently rented, which attests to the need for more affordable <br />housing. Councilmember Grant noted that affordable housing is not a "gimme," and <br />tenants of affordable housing must pay 30% of their income toward rent. <br />Councilmember Gregory commented that the City must do a better job of explaining <br />to the community the work of the City's affordable housing development partners, <br />such as BRIDGE Housing and Eden Housing. <br />Mayor noted the efforts by City staff to get the information out to the community. <br />• Resolution No. 2008-113, Resolution Approving the 2007-08 Consolidated <br />Annual Performance Evaluation Report (CAPER) and Authorizing Submission <br />Thereof by the City Manager (approves the CAPER, as required by the U.S. <br />Department of Housing and Urban Development [HUD] regulations, describing <br />all the projects undertaken and funds expended during the program year, as <br />formulated by the Consolidated Action Plan for 2007-08). Matter of Authorization of the Execution of a Design/Build Contractual Services <br />Agreement with Siemens Building Technologies, Inc. in the Amount of $3,287,124 for <br />the Design and Construction of a Water Pollution Control Plant (WPCP) Co-Generation <br />Project No. 08-593-52-228, Conducting a Public Hearing in Connection with WPCP, <br />Adopting Findings in Support Thereof, and Appropriation of WPCP Funds in the <br />Amount of $3,287,124. <br />This being the time and place for the Public Hearing on the above matter, Interim City <br />Manager Hollister introduced City Engineer Ken Joseph. Mr. Joseph gave a <br />PowerPoint presentation, providing information on co-generation and how it works, its <br />benefits to the City and to the environment, the proposal and selection process, and the <br />project costs and timeframe. <br />Staff responded to questions from the Council. <br />The Hearing was then opened to the public. <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting on <br />the representation by the City Council of the residents served by the Oro Loma Sanitary <br />District, and the need to inform the public as to who will pay for this project. <br />
