The development of a strategic plan is a new process for our <br />agency, and we feel that it will provide an excellent <br />opportunity to establish a clear direction for the department. <br />Most strategic plans are developed through collaboration with <br />city government, civic organizations and business groups in <br />the impacted areas. This being our initial process, we felt a <br />greater need for the primary assessment to come via an <br />internal review of past and present practices, as well as <br />identifying the things we need to focus on to enhance the <br />quality of our service to the community. As a full service police <br />agency we feel that we have a very strong understanding of <br />the expectations and desires of our city government and <br />members of our business and residential communities. We <br />fully understand and recognize the need to meet those <br />expectations and feel that we place ourselves in the strongest <br />position to do that by conducting this internal assessment to <br />determine the direction we must take as an agency. <br />There is currently a space study being conducted by the city <br />that will determine needs and make recommendations for the <br />long term infrastructure of the department. The results of this <br />study will have significant impact on our ability to grow and <br />meet the best case scenario staffing needs. <br />We are currently facing a significant budget crisis as a city that <br />could last an extended period of time and have a major impact <br />on this plan. Both the best and worst case scenarios presented <br />are completely dependent on finances, and we feel strongly <br />about the need to plan and be prepared for each. <br />The members of our department all take great pride in being <br />one of the last full service police departments in the State of <br />California, and are dedicated to continuing that tradition. As <br />an example the closure of our front counter for extended <br />periods of time to the community each day was caused by <br />flu <br />t <br />budget constraints several years ago. While this may be seen <br />as an insignificant issue to many in the community this was a <br />major change for our agency in terms of philosophy and <br />customer service. Our administration exhausted all available <br />options at the time, but was left without any other <br />alternatives. The goal of the agency is to remain a proactive <br />department that works closely with the community to provide <br />the highest quality service possible. <br />
