The development of a strategic plan is a new process for our
agency, and we feel that it will provide an excellent
opportunity to establish a clear direction for the department.
Most strategic plans are developed through collaboration with
city government, civic organizations and business groups in
the impacted areas. This being our initial process, we felt a
greater need for the primary assessment to come via an
internal review of past and present practices, as well as
identifying the things we need to focus on to enhance the
quality of our service to the community. As a full service police
agency we feel that we have a very strong understanding of
the expectations and desires of our city government and
members of our business and residential communities. We
fully understand and recognize the need to meet those
expectations and feel that we place ourselves in the strongest
position to do that by conducting this internal assessment to
determine the direction we must take as an agency.
There is currently a space study being conducted by the city
that will determine needs and make recommendations for the
long term infrastructure of the department. The results of this
study will have significant impact on our ability to grow and
meet the best case scenario staffing needs.
We are currently facing a significant budget crisis as a city that
could last an extended period of time and have a major impact
on this plan. Both the best and worst case scenarios presented
are completely dependent on finances, and we feel strongly
about the need to plan and be prepared for each.
The members of our department all take great pride in being
one of the last full service police departments in the State of
California, and are dedicated to continuing that tradition. As
an example the closure of our front counter for extended
periods of time to the community each day was caused by
flu
t
budget constraints several years ago. While this may be seen
as an insignificant issue to many in the community this was a
major change for our agency in terms of philosophy and
customer service. Our administration exhausted all available
options at the time, but was left without any other
alternatives. The goal of the agency is to remain a proactive
department that works closely with the community to provide
the highest quality service possible.
