CITY OF SAN LEANDRO
STAFF REPORT
DATE: October 20, 2008
TO: Stephen L. Hollister, Interim City ` anager
FROM: Uchenna Udemezue, Director
Engineering and Transportation department
BY: Kenneth Joseph, City Engineer
SUBJECT PROJECT/PROJECT DESCRIP ION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
~~-~~%~~
Stephen L. Hollister
Interim City Manager
RESOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH
BELDEN CONSULTING ENGINEERS RELATED TO THE CITY HALL HVAC PHASE II
PROJECT, PROTECT NO. 210-18-130
SUMMARY AND RECOMMENDATION
Staff recommends approval of a contractual services agreement with Belden Consulting
Engineers in the amount of $261,400 to provide design services for the subject project.
BACKGROUND
San Leandro City Hall, located at 835 E. 14t~' Street, was originally constructed in 1938. In
1962, the south wing was added. In circa 1995, the north wing was added and the existing (1938
original and 1962 south wing) building was extensively remodeled. The major HVAC
equipment components were installed between 1992 and 1995 and are nearing the end of their
useful life.
This project is the second of three phases to upgrade the HVAC systems serving City Hall. The
first phase, completed in 2007, replaced the hot water boilers. This second phase will address
the cooling of City Hall by replacing individual refrigerant units with a central chilled water
system. This phase will include design of the chilled water system for the entire building, plus
installation of equipment serving the southern half of the building. Equipment serving the
remaining northern portion of the building will be installed in the future third phase.
Analysis
Staff requested proposals from several mechanical engineering firms. Three responses were
received, and Belden Consulting Engineers was selected as the most suitable consultant to serve
the project design. Belden Consulting Engineers has provided professional services for many
commercial, industrial and public clients and has been in business for more than 40 years.
Belden Consulting Engineers is very familiar with the City Hall HVAC system, having recently
completed design services for Phase I.
