Reformation of RAC 3 October 20, 2008 <br />The responsibilities of the RAC would be to provide input on large projects and redevelopment <br />planning documents, such as implementation plans. The reformed RAC would be activated in <br />2009 to participate in the development of the Five-Year Implementation Plan. The RAC would <br />meet quarterly, as needed, to provide input on the objectives and programs for each Project Area. <br />Housing objectives and policies would also be discussed. The proposed term for the new RAC is <br />five years. <br />In order to select a diverse group of stakeholders to represent the Redevelopment Project Areas <br />in San Leandro, the City would solicit applications. Outreach efforts would include written <br />notices to business and property owners within the Redevelopment Project Areas, and residents <br />living within 500 feet of the Project Areas. In addition, press releases to the Daily Review and <br />San Leandro Times, notice on the City's website, notices to homeowners associations and <br />business associations in or near a redevelopment project area, and outreach to individuals <br />suggested by City Council members will be performed. Applications would also be sent to the <br />current members of the WSL and Joint RACs. <br />Consistent with the Rules and Communications Committee discussion, the selection process <br />could be as follows: <br />1. Interested applicants would be screened by Agency staff and the Business and Housing <br />Development Committee. <br />2. A recommendation from staff and the Committee would be made to the Redevelopment <br />Agency Chair (Mayor). <br />3. The Redevelopment Agency Chair would make the final selection and appointment of the <br />RAC representatives. <br />Staff anticipates starting public outreach in January 2009 with a goal of having a RAC <br />established by July 2009. <br />As the RACs were established by City Council or Redevelopment Agency resolution, the <br />Council and Agency would need to adopt Resolutions in order to dissolve the current RACs and <br />repeal the original Resolutions that established them. In addition, the Redevelopment Agency <br />should adopt a Resolution to create a new 10 member RAC to provide input for all of the Project <br />Areas. <br />Prior to a future City Council meeting, staff recommends scheduling a Council hosted reception <br />in recognition of the Joint and WSL RAC members' significant volunteer time and effort. <br />Resolutions to commend the individuals would be prepared and presented to them at the City <br />Council meeting immediately following the reception. <br />Current City Council Policy - N/A <br />Previous City Council Actions <br />• City Council Resolution No. 98-123, adopted September 21, 1998, approving voluntary <br />formation of the West San Leandro/ MacArthur Boulevard Redevelopment Advisory <br />Committee <br />• Redevelopment Agency Resolution No. 2000-29, adopted October 16, 2000, approving <br />voluntary formation of the Redevelopment Advisory Committee (RAC) for the San <br />
