CITY COUNCIL FINANCE COMMITTEE <br />September 17, 2008 <br />8:00 a.m. — 9:30 a.m. <br />San Leandro City Hall <br />835 East 14th Street <br />San Leandro, California <br />(Sister Cities Gallery) <br />HIGHLIGHTS <br />Committee Members: Mayor Santos, Councilmember Grant (Chair), Councilmember Gregory <br />City Staff Present: Interim City Manager Hollister, Interim Assistant City Manager Diaz, <br />Interim Finance Director Carter, Human Resources Director Caire, ALCO <br />Fire Chief Gilbert, Community Development Director Sims, Public Works <br />Director Bakaldin, Assistant Chief McKenna, Deputy Finance Director <br />Rodriguez, Budget & Compliance Manager Perini, Public Information <br />Officer McCrea, Business Development Manager Battenberg, ALCO Fire <br />Financial Services Manager Hisatomi, Sr. Accountant Galvin, <br />Administrative Assistant III Perez <br />Public Present: Chris Lim, Linda Perry, Karen Holzmeister, and Candace Fitzgerald <br />The meeting was called to order at 8:02 a.m. <br />Interim City Manager Hollister called for approval to add Discussion Regarding Redevelopment <br />Agency Financial Assistance for San Leandro Unified School District 9th Grade Campus Project <br />to the agenda, which was inadvertently left off. The addition required 2/3 approval from the <br />Finance Committee. Councilmember Grant excused herself from the process as she is unable to <br />participate in the discussion. <br />Approval came from Mayor Santos and Councilmember Gregory. <br />Linda Perry of the San Leandro School District asked that time is permitted to contact Chris Lim, <br />SLUSD Superintendent, so that she is in attendance during the discussion. The Committee <br />agreed to delay the discussion. <br />1. Discussion Regarding Proposed Voluntary Employee Beneficiary Association (VEBA) <br />for City of San Leandro Employees <br />Interim City Manager Hollister introduced Human Resources Director Caire to explain the <br />Voluntary Employee Beneficiary Association (VEBA) plan and how it would benefit current and <br />future retired City employees. A VEBA Trust is a tax exempt benefit plan that qualifies under <br />Section 501(c)(9) of the Internal Revenue Code. Reimbursed expenses from VEBA Trust are <br />also tax exempt. Caire stated that currently the City participates in a 125 Flexible Spending <br />
