CITY OF SAN LEANDRO <br />CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE <br />October 2, 2008 <br />4:00 - 5:30 p.m. <br />San Leandro City Hall <br />835 East 14th Street <br />San Leandro, California <br />(City Manager's Large Conference Room) <br />HIGHLIGHTS <br />Committee Members <br />present: Mayor Tony Santos (Chair), Vice Mayor Bill Stephens, Councilmember <br />Diana Souza <br />City Staff present: Marian Handa, Steve Hollister, Carolyn Knudtson, Joann Oliver <br />Public present: None <br />Chair Santos called the meeting to order at 4:02 p.rn. <br />Presentation on the Community Benefit and Community Assistance Grant Programs <br />Recreation and Human Services Manager Joann Oliver described the two grant programs: <br />The Community Assistance Program provides grants to social service agencies; the grant <br />amounts are generally larger than the grants issued for the Community Benefit Program <br />and a portion of the funding is CDBG funds; and the grant funding recommendations are <br />made by the Human Services Commission. <br />The Community Benefit Program provides grants to community-wide and special events <br />and cultural arts programs; the grant amounts are smaller than the grants issued for the <br />Community Assistance Program; and the grant funding recommendations are made by the <br />Recreation and Parks Commission. <br />Ms. Oliver provided the Committee with copies of the Request for Proposals (RFP) for both <br />grant programs, and she indicated that both programs have an RFP process which includes an <br />application, interview, site visit, and evaluation criteria. She noted that this item was referred <br />to the Committee as a result of questions that were raised in the most recent grant funding <br />cycle about possible inequities in the process.
