MINUTES Page 6 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~ctober 6, 2008 Heidi Klassen, San Leandro resident, addressed the City Council, encouraging the Council to complete the competitive pool at the Washington Manor Aquatics Center. Ms. Klassen commented that the pool would be an important City asset that would serve residents of all ages. Joseph Tan, 825 San Leandro Boulevard property owner, addressed the City Council, commenting that some of his tenants' cars that were parked along San Leandro Boulevard were hit by drunk drivers in the past month. Mr. Tan requested that the City provide some traffic enforcement on San Leandro Boulevard, and possibly set up a DUI checkpoint. Mrs. Robert Winkler, San Leandro resident, addressed the City Council, commenting that San Leandro residents have not been adequately informed of the adverse impacts of its Transit Oriented Development Strategy. Mrs. Winkler commented that the diesel particulates from train and truck traffic would result in adverse health effects to TOD residents. Mrs. Winkler urged the Council to consult with a California air quality expert before allowing housing to be developed in the TOD area. Lou FiGpovich, San Leandro resident, addressed the City Council regarding the differences in the representative structure of the two school districts in San Leandro and other election related issues. Charles Gilcrest, representing the Sausage and Suds Committee and the Chamber of Commerce, addressed the City Council, thanking the City Council for its sponsorship, support and contributions to a successful Sausage and Suds event. 6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS Mr. Hollister responded to the issue raised by Mr. Tan, stating that the matter would be referred to the Police Department for follow-up. Regarding Mrs. Winkler's concerns regarding air quality issues in the TOD area, Mr. Hollister reported that the air quality issues were addressed in the Environmental Impact Report for the TOD Strategy. He also pointed to the mandate for reduction of greenhouse gas emissions in the recently enacted SB 375, and that San Leandro's TOD Strategy recently received a Clean Air award for Smart Growth from Breathe California. 7. AMENDMENT OF CONSENT CALENDAR City Councilmembers or staff have an opportunity at this time to request that an item be removed from the Consent Calendar for the presentation of a staff report or other special consideration. Members of the Public may request the opportunity to address the City Council regarding items remaining on the Consent Calendar by filling out a speaker card and submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent Calendar. Items remaining on the Consent Calendar will be considered for approval under one motion.
