Hollister <br />Interim City Manager <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS <br />ON THE I-880/WASHINGTON AVENUE INTERCHANGE IMPROVEMENTS PROJECT, <br />ACTIA PROJECT NO. 11, PROJECT NO. 08-144-39-007, AND THE WASHINGTON <br />AVENUE OVERLAY, PROJECT NO. 08-150-38-274, FEDERAL AID PROJECT STPL- <br />5041(028) <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of plans and specifications and calling for bids on the two <br />Washington Avenue improvement projects. <br />BACKGROUND <br />The bid documents include a combination of two projects: 1) the I-880/Washington Avenue <br />Interchange Improvements project, which is a project funded by the Alameda County <br />Transportation Improvement Authority (ACTIA) Measure B '/~ cent sales tax and; 2) the <br />Washington Avenue Overlay Improvements project, which is a project funded by Surface <br />Transportation Program/Congestion Mitigation and Air Quality (STP/CMAQ) grant funds. <br />The ACTIA improvements are intended to address the traffic congestion in the area of <br />Washington Avenue, Fargo Avenue, Beatrice Street, and the on-ramp of I-880. These <br />improvements include: <br />• Addition of a second left turn lane from northbound Washington Avenue to Beatrice Street <br />• Improvements to the I-880 on-ramp <br />• Addition of a second lane on Beatrice Street between Washington Avenue and the I-880 on- <br />ramp <br />
