(3110/3117) M/S/C Souza and Starosciak. Ayes: 6; Noes: 0; Absent: 1 (Gregory) 10. ACTION ITEMS Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the Mayor. A. Presentation on Senior Community Center. Interim City Manager Hollister provided an overview of the project and introduced Recreation and Human Services Manager Joann Oliver. Ms. Oliver presented and described the floor plan for the future Senior Center, and the activities and services proposed to be provided at the Center. Ms. Oliver commented that some of the rooms at the facility will be available to rent out for events. The facility will incorporate green building practices in order to achieve LEED-Silver certification. Ms. Oliver presented a virtual tour of the interior and exterior of the building. Ms. Oliver responded to questions from the Council. The Center will open in 2010. Resolution No. 2008-133 B. , Resolution Approving an Exclusive Negotiating Rights Agreement (ENRA) with Cal Coast Development, LLC for Development of Shoreline- Marina Area (provides an 18-month exclusive period for developer to formulate a development plan for the Shoreline-Marina Area). (3127) Mr. Hollister gave background on the matter and announced that Ed Miller, CEO of Cal Coast, and Dan Withee, partner, Withee Malcolm Architects, LLP, were in the audience. Mr. Hollister reported that he and Mayor Santos met today with labor representatives, and an alternative proposal for labor peace language was developed. He then introduced Business Development Manager Cynthia Battenberg Ms. Battenberg gave a PowerPoint presentation, describing the master developer selection process, the provisions of the ENRA, and the labor peace language proposed by the Building Trades Council. Mr. Withee and Mr. Miller gave a PowerPoint presentation, showing other projects developed, or planned for development, by Cal Coast.
