MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~ctober 20, 2008 <br />Councilmember Grant commented that she felt the sooner these types of conversations <br />are started, the better. <br />Mr. Miller commented that negotiation needs to be a two-way street, and suggested that <br />language be included that both parties will negotiate in good faith. He noted that we aze <br />along way away from knowing what type of development will occur on the site. <br />Councilmember Grant offered to second the motion, if the maker would agree to also <br />remove the words "and shall," so that the pazagraph would read, "Developer shall meet <br />with labor union and trade organization representatives to negotiate terms that will <br />promote labor harmony with respect to the construction and operation of the Project." <br />Councilmember Prola, the maker of the motion, accepted this amendment. <br />Vice Mayor Stephens offered a substitute motion, moving adoption of the resolution <br />with an amendment to paragraph 19, subparagraph (iii), to read, "Developer shall meet <br />with labor union and trade organization representation. Both sides shall negotiate in <br />good faith to promote and advance common interests." <br />The motion died for lack of a second. <br />- Adopted with amendment to paragraph 19, subparagraph (iii) of the ENRA to <br />read, "Developer shall meet with labor union and trade organization <br />representatives to negotiate terms that will promote labor harmony with <br />respect to the construction and operation of the Project." <br />M/S/C Prola and Grant. Report on Closed Session Actions Taken <br />City Attorney Jayne Williams reported that the City Council met in closed session <br />eazlier this evening. In regards to the litigation matter of George Louie v. City of San <br />Leandro, the City Council authorized the City Attorney to enter into a settlement in the <br />amount of $30,000. The vote was 6 ayes, 0 noes, and Councilmember Gregory absent. <br />11. CITY COUNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Councilmember Grant reported on the October 8 Alameda County Housing Authority <br />meeting. She reported that 99.2% of the County's 5,415 Section 8 housing units are <br />currently leased. Of the 6,980 units of subsidized housing in the County, the 1,285 units <br />in San Leandro represent over $1.2 million in housing subsidies. <br />
