To evaluate the building alternatives, BTA shall perform the following: 1) assess spatial needs; 2) survey
existing building layout conditions; 3) develop sustainable design criteria and goals for achieving LEED
Silver certification; 4) conduct a code analysis; 5) develop building and space layout options; 6) prepare
cost estimates; and 7) attend meetings.
For the selected preferred building alternative, BTA shall evaluate seismic upgrade needs of the existing
Administration Control Building, if needed.
Information and/or Services Provided by City:
• Available record drawings and specifications of past WPCP designs.
• Input on building spatial needs,
• Input on sustainable design criteria for LEED Silver certification.
• Input on configuration of building layout alternatives.
Consultant Deliverables:
• Summary table of space needs assessment analysis.
• Summary list of sustainable design concepts and preliminary LEED credits assessment.
• Summary list of code compliance analysis.
• Summary table of alternative comparison,
• Summary table of cost of alternatives.
• Draft TM (5 hard copies).
Task 1.14 -Preliminary Site Plan and Construction Cost Estimate. Consultant shall prepare a TM that
includes a preliminary site plan to show the layout of the proposed facilities included on this project.
Landscaping of unused areas at the existing Administration Control Building, existing sludge lagoons, area
around the new headworks and influent pump station, and the Davis Street frontage area will be evaluated
for planting, concrete, gravel, and/or asphalt paving.
The site plan will also identify locations where future facilities could be located to meet future regulations for
nitrogen and mercury.
The TM will also summarize the preliminary construction cost estimate of this project. The TM will include a
preliminary general construction sequencing diagram for cost estimating purposes and discuss the basis of
the cost estimating methodology.
Information and/or Services Provided by City:
• Available record drawings and specifications of past WPCP designs.
Consulting Services Agreement between Project No. 08-593-52-239
City of San Leandro and Carollo Engineers, Inc.
