The application of current construction practices will prevent disturbances from significant <br />levels of noise emanating from within the proposed residential buildings. Compliance with <br />Building and Fire Codes will provide housing that will be safe and structurally sound for <br />future residents. Sufficient off-street parking for the proposed studio apartments, existing <br />single-family residence and office will be provided, and adequate fire access to all the <br />buildings is currently available with the existing site layout. <br />3. That the proposed use will comply with the provisions of this code; including any <br />specific condition required for the proposed use, in the district, in which it would be <br />located. <br />The Planned Development process requires additional oversight over this proposed unique <br />use of the property, mainly to ensure that adequate measures are taken to protect the quality <br />of life for on-site residents, and to ensure that any components of the uses of the property <br />would not burden or negatively impact the nearby residential uses, and church and school <br />uses. <br />4. That the proposed use will not create adverse impacts on traffic or create demands <br />exceeding the capacity of public services and facilities, which cannot be mitigated. <br />The proposed project was reviewed by the City Engineering and Transportation Department <br />staff. It was concluded that due to its relatively small size, the project would not result in <br />impacts to existing transportation systems, nor require any off-site transportation <br />improvements. Thus, the project will not create demands exceeding the capacity of the <br />existing streets. Adequate off-street parking will be provided for both the proposed studio <br />apartments and the existing single-family residence and office uses. <br />There is adequate public service to the project site, including but not limited to; the gas and <br />electric company, the water district, storm water discharge, waste disposal, cable TV, and <br />police and fire departments. <br />5. The Planned Development Project Plan will provide superior urban design in <br />comparison with the development under the base district zoning regulations. <br />The site planning for the Planned Development allows for adequate setbacks and vehicular <br />parking. The Planned Development would require the preservation of the overall historic <br />design and historic features of the property. <br />6. The Planned Development Project includes adequate provisions for utilities, services, <br />and emergency vehicle access; and that public service demands will not exceed the <br />capacity of the existing and planned systems. <br />There is adequate public service provided to the site, including but not limited to the gas and <br />electric, the water, storm water runoff, waste disposal, cable TV, and police and fire <br />services.
