D. The project shall remain in substantial compliance with the approved exhibits and <br />plans. Pursuant to Municipal Code Chapter 4-26 Historic Preservation, exterior <br />alterations or changes shall be subject to the review of the Library -Historical <br />Commission Secretary or Library -Historical Commission. The Library -Historical <br />Commission shall provide recommendations to the City Council on a course of <br />action regarding full approval, denial, or approval with specified changes to the <br />proposed alterations. <br />E. The property owner shall remain at all times in full compliance of City of San <br />Leandro Municipal Code Chapter 4-26 Historic Preservation. <br />F. Prior to issuance of building permits final exterior elevations including but not <br />limited to colors, materials, finishes and utility equipment shall be subject to the <br />review and approval of the Community Development Director and the Library - <br />Historical Commission Secretary. <br />G. The accessory buildings on the property known as the Gardener's Cottage, the <br />Carriage House, and the Blacksmith's Shop shall remain on the premises and the <br />exterior of the buildings shall be maintained in good condition at all times. <br />H. Any needed exterior repairs on any of the buildings on the property shall be authentic <br />to the building. <br />I. Any modification to the on-site landscaping, such as the reduction of shrub planting <br />shall be submitted on a landscape plan for the review of the Community <br />Development Director. Landscaped areas shall not be reduced with additional paving <br />for vehicular parking. <br />J. The approvals granted by the City as a result of this application, as well as the <br />Conditions of Approval, shall be recorded in the Office of the County Recorder of <br />Alameda County. <br />K. All conditions of approval for PLN2005-00029 shall remain in full effect. <br />II. PLANNED DEVLOPMENT USE RESTRICTIONS <br />A. This Modification of Planned Development permits conversion of the detached <br />buildings on the property known as the Carriage House and Blacksmith's Shop into <br />dwelling units and to replace a storage shed with a new storage room behind the <br />Blacksmith's Shop building on the property known as the former Daniel Best Home <br />at 1315 Clarke Street. The conversion of the Blacksmith's shop includes an increase <br />of approximately one and one-half feet in height of the exterior walls and roof of the <br />building to accommodate an emergency egress window to the second floor loft. The <br />site is also known as Alameda County Assessor's Parcel Number 75-19-5. <br />B.
