Regular Meeting <br />Item 1: Roll Call <br />Present: Planning Commissioners Denise Abero, Esther Collier, Rene Ponder, Dale Reed, Vice <br />Chair Finberg, Chair Thomas Dlugosh. <br />Absent: Commissioner Anna Brannan (excused). <br />Staff. Kathleen Livermore, Secretary to the Planning Commission; Elmer Penaranda, Senior <br />Development Planner; Keith Weiner, Supervising Building Inspector; David Bohne, <br />Library Services Director; Scott McMillan, Deputy Fire Marshal; Rich Pio Roda, Assistant <br />City Attorney; Larry Ornellas, Facilities Coordinator; Barbara Templeton, Recording <br />Secretary. <br />Item 4: Correspondence <br />Planner Penaranda stated that correspondence was received from Dr. Friend, applicant and property <br />owner, of the public hearing item to be heard and was distributed to the Commissioners' seats prior to the <br />meeting. <br />Item 6: Public Hearing <br />a). Matter of PLN2007-00062 (Assessor's Parcel Number 075-0047007) and PLN2008-00030 <br />(Assessor's Parcel Number 75-19-5). Modification of Planned Development to convert detached <br />buildings on the property known as the Carriage House and Blacksmith's Shop into dwelling units and <br />to replace a storage shed with a new storage room behind the Blacksmith's Shop building on the <br />property known as the former Daniel Best Home at 1315 Clarke Street (corner of West Estudillo <br />Avenue). The conversion of the Blacksmith's Shop includes an increase of approximately 1.5 feet in <br />height of the exterior walls and roof to accommodate an emergency egress window and increase head <br />clearance to the second -floor loft. Dr. Danice Friend, applicant and property owner. <br />Commissioner Reed recused himself because his wife sits on the Library Commission, which has been <br />involved in the item on the agenda and he was concerned that his participation in the proceedings might be <br />construed as a conflict of interest. <br />Planner Penaranda explained that the application is a modification of a planned development originally <br />approved in 2005 to convert two buildings (Carriage House and Blacksmith's Shop) on the Daniel Best <br />Home property into studio apartments and remove the shed on the rear corner of the property and replace it <br />
