KELL-SMITH & <br />ASSOCIATES RELATED TO THE AIRPORT NOISE INSULATION PROGRAM IN SAN <br />LEANDRO <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve a contractual services agreement amendment <br />with C. Kell-Smith & Associates consisting of: <br />• An increase in compensation in the amount of $130,745, for a total project amount not to <br />exceed $2,301,350 for services necessary to implement the City's Residential Airport <br />Noise Insulation Program; and <br />• Term of Agreement extension to December 201.0; and <br />• Inclusion of a Phase 3. <br />Contractual Services Agreement (CSA) amendment with C. Kell-Smith & Associates will not be <br />fully executable until the City is in receipt of a formal letter of approval from the Port. <br />BACKGROUND <br />The City of San Leandro entered into a settlement agreement with the Port of Oakland on <br />December 5, 2000 with an addendum dated July 22, 2003. Under the terms of the agreement, the <br />Port agreed to fund a City administered Residential Noise Insulation Program. Funding for this <br />professional services contract and all noise insulation work (estimated to be an additional <br />$7,000,000) will come from the Port of Oakland in accordance with the settlement agreement. <br />The consultant provides all of the services necessary to modify 200 residences to reduce the <br />impacts of aircraft generated noise on the occupants. The consultant works directly for the City <br />and is under the direct supervision of the City's project manager, which is the Chief Building <br />Official. On January 26th, 2004, Council approved a contractual service agreement with C. Kell- <br />Smith & Associates for professional services related to the administration of a residential Airport <br />Noise Insulation Program (ANIP). <br />Stephen L.
