., , <br />~~ <br />The ANIP is a four (4) phase project: the Introductory Phase consisting of 10 homes, and Phases <br />1 through 3. Since its commencement, there have been a total of 82 homes retrofitted with <br />acoustical treatments. <br />• Introductory Phase consisted of ten (10) homes and began construction in May 2006. <br />Notice of Completion was accepted and signed by Council on September 18, 2006. <br />• Phase 1 consisted of seventy-two (72) homes and began construction on December 3, <br />2007. Construction completed as of March 21, 2008. Notice of Completion expected to <br />go to Council for approval by the end of January 2009. <br />• Phase 2 to consist of approximately seventy-five (75) homes. Phase 2 construction <br />anticipated to begin early Summer 2009. <br />• Phase 3 (the final phase) would complete the project of two hundred (200) homes and is <br />expected to begin construction the Spring of 1010. Phase 3 estimated to consist of <br />approximately forty-three (43) homes. <br />As of March 14'h, 2008 the City Manager approved allowing rentals located in the most noise- <br />impacted area (56 CNEL) to participate if the available spots are not filled with owner-occupied <br />residents. <br />DISCUSSION <br />The following summarizes the scope of services and the process for selection of the consultant. <br />General Scope of Work <br />The consultant will be responsible for project management, construction management, <br />architecturaUengineering work, and public outreach. The consultant will work with City <br />staff to develop and implement the Program. The consultant will be responsible for <br />managing and administering the program, in accordance with the terms and specific <br />provisions of the settlement agreement. The list of preliminary tasks includes: <br />• Provision of technical assistance for the program and participation in meetings <br />with the community, contractors, property owners, tenant, the Port, and the City. <br />• Before initiation of the Residential Sound Insulation Program, prepare a policies <br />and procedures manual in conjunction with City staff. <br />• Develop homeowner educational and informational materials. <br />• Provide contract and construction management services. <br />• Develop overall program schedules and monitor schedules of individual <br />contractors. <br />• Prepare Construction Documents, which include specifications and scopes of <br />work to meet the design criteria of 5 dB improvement in the Noise Level <br />
