DRAFT MINUTES
Page 6
November 17, 2008
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting

Councilmember Gregory provided background on his involvement in the program.
Through his service on an ACTIA bicycle and pedestrian steering committee for elected
officials, he learned that there was funding available through ACTIA and Measure B for
Safe Routes to Schools. A staff member from TransForm (formerly the Transportation
and Land Use Coalition) will be dedicated to work with the schools to implement the
program. Councilmember Gregory indicated that he was comfortable with removing
the names of the two schools from the resolution; however, he commented on the
importance of moving forward with the pilot program, since the school district is not
actively pursuing it.

Mayor Santos added that the City and San Leandro Unified School District Liaison
Committee have discussed the program.

Councilmember Starosciak stated that she would like to know the details of the
program, and would like to see a staff review of the program prior to consideration by
the Council. She commented that there was no information provided about why the two
schools were chosen or about what outcomes we are trying to achieve.

Vice Mayor Stephens suggested that, if there is no time urgency on this issue, this item
be brought back to the Council with a staff report.

Councilmember Souza asked whether the City and School District Liaison Committee
had made a recommendation to the Council on this matter.

Mayor Santos indicated that the School Liaison Committee has discussed moving the
program forward more stringently than in the past. He concurred with Vice Mayor
Stephens that the item be brought back with a staff report.

No action was taken.

10.
