November 2008 Special Municipal Election 2 December 15, 2008 <br />The election resolutions also included a request that the Alameda County Board of Supervisors <br />permit the consolidation of the City's Special Municipal Election with the Statewide General <br />Election, and that the ROV provide necessary services related to the conduct of the election. <br />As required by the Elections Code of the State of California, an official canvass has been <br />performed and a Statement of Election Results has been prepared by the ROV and submitted to <br />the City. A resolution accepting the Statement of Election Results and declaring the results of <br />the election has been prepared for the Council's adoption. <br />Current City Council Policv <br />Section 225(b) of the Charter of the City of San Leandro requires a successful candidate for <br />elective office to receive at least 50% plus one of the votes cast for that office. In the event that <br />no candidate receives 50% plus one of the votes cast for that office, the Charter requires the City <br />Council to provide for a runoff vote to determine the person elected. <br />Previous City Council Action(s) <br />Resolution No. 2008-077 was adopted on July 7, 2008, calling a Special Municipal Runoff <br />Election on November 4, 2008, among the two persons receiving the highest number of votes for <br />the office of City Councilmember, District 2, in the June 3, 2008 General Municipal Election. <br />Resolution No. 2008-097, adopted on July 28, 2008, placed a measure on the November ballot to <br />seek voter approval to modify the City's existing Utility Users' Tax (Measure RR). <br />Resolution No. 2008-098, adopted on July 28, 2008, placed a measure on the ballot to authorize <br />an Emergency Communication System Access Tax for enhanced 911 services (Measure SS). <br />Resolution No. 2008-099, adopted on July 28, 2008, placed a measure on the ballot to seek <br />approval for a Police Services Parcel Tax (Measure TT). <br />City Council Committee Review and Action - At its meeting on June 30, 2008, the Revenue <br />Ad Hoc Committee of the City Council agreed to forward to the full City Council the three <br />potential revenue measures for consideration for placement on the November 4, 2008 election <br />ballot. <br />Applicable General Plan Policv - n/a <br />Permits and/or Variances Granted - n/a <br />Environmental Review - n/a <br />Code Compliance Review - n/a <br />Board/Commission Findings - n/a <br />Summary Of Public Outreach Efforts - n/a <br />Fiscal Impact -The election is estimated to cost $70,000. <br />
