Once again,. San <br />Leandro can look back on a year of suc- <br />cess. The "1983 Year End Reflections" <br />is the City Manager's annual report to <br />the City Council, which lists an impres- <br />sive collection of the City's accomplish- <br />ments for the prior year.. The City <br />Manager in making his report to the <br />City Council stated, "These accom- <br />plishments, in San Leandro's fine trad- <br />tition, are the product of the "partner- <br />ship" of the City's political bodies (City <br />Council, Boards and Commissions) and <br />the administrative organization, work- <br />ing in harmony with the residents and <br />businesses of our community." <br />A partial list and brief summary (in <br />the interests of brevity and recognizing <br />space limitations) is provided below. <br />The full report maybe obtained by call- <br />ing the City Manager's Office at <br />577-3351. <br />-Completion of the 2.6 million <br />dollar Public Works Service Center.' <br />-Relocation to this Center of a new <br />City Disaster Emergency Operations <br />Center. <br />-Completed and dedicated the debt- <br />free, 18 hole, par 71 Tony Lema Golf <br />Course. <br />-Obtained Federal funding for <br />maintenance dredging of the Marina <br />harbor channel. <br />-Completed development of the last <br />portion of the downtown San Leandro <br />Plaza Shopping Center. <br />--Relocated the Estudillo Station of <br />the United States Post Office to the <br />downtown shopping center. <br />-Developed a program to preserve <br />the office building entryway of the <br />Caterpillar Tractor Company. <br />-Awarded an option to construct a <br />135-room, two-story hotel at the San <br />Leandro Marina to an experienced hotel <br />development group. Construction is ex- <br />pected to be completed in mid-1984. <br />-Started process for developing two <br />new restaurants at the Marina. <br />-Completed the draft Environmental <br />Impact Report (EIR) for the proposed <br />Greenhouse Market Place 25-acre com- <br />mercial development at Lewelling <br />Boulevard and Washington Avenue. <br />-Initiated Operation Identification <br />Program for the prevention of crime in <br />the business community. <br />-Reorganized the City Clerk's acti- <br />vities which provided improved public <br />and City service at reduced costs. <br />-Completed reorganization studies <br />in the Police, Fire, Public Works and <br />Finance Departments which provided <br />savings in employee costs. <br />-Formed an interdepartmental fee- <br />for-service staff task force to review for <br />equity and consistency all City fees, and <br />recommend adjustments to the City <br />Council to ensure adequate bases for <br />fees. <br />-Established a procedure to coor- <br />dinate the City's amusement device <br />licensing program with business license <br />renewals to ensure accurate licensing. <br />-Eliminated newspaper publication <br />of certain construction trades wage rate <br />data at a savings of $5,000 per year. <br />-Conserved energy by reducing con- <br />sumption of electricity by 14%, and <br />avoided $113,000 in energy costs <br />through detailed conservation <br />measures. <br />-Established a "Capital Improve- <br />ment Reserve" for use in funding major <br />or future projects. <br />-Began in-house handling of eminent <br />domain proceedings, saving significant <br />outside legal fees. <br />-Successfully initiated a modified <br />private service custodial maintenance <br />program at the _ San Leandro Main <br />Library and branches which will save Ci- <br />ty costs. <br />-Continued the successful streets <br />pavement management program with in- <br />creased emphasis on use of preventive <br />maintenance measures to avoid costly <br />repairs or reconstruction. <br />-Computerized Police Department <br />records for generation of reports re- <br />quired by the Bureau of Criminal <br />Statistics. <br />-Conducted a public Earthquake <br />Seminar at Bancroft Junior High School <br />to assist in preparing residents in their <br />preparedness planning for a major earth- <br />quake. <br />Continued on page 2. <br />
