MAYOR REFLECTS ON CITY'S ACCOMPLISHMENTS FOR 1983 The Mayor, in reviewing the "1983 Year End Reflections," looked back with satisfaction at the City's accom- plishments for 1983. Once again,. San Leandro can look back on a year of suc- cess. The "1983 Year End Reflections" is the City Manager's annual report to the City Council, which lists an impres- sive collection of the City's accomplish- ments for the prior year.. The City Manager in making his report to the City Council stated, "These accom- plishments, in San Leandro's fine trad- tition, are the product of the "partner- ship" of the City's political bodies (City Council, Boards and Commissions) and the administrative organization, work- ing in harmony with the residents and businesses of our community." A partial list and brief summary (in the interests of brevity and recognizing space limitations) is provided below. The full report maybe obtained by call- ing the City Manager's Office at 577-3351. -Completion of the 2.6 million dollar Public Works Service Center.' -Relocation to this Center of a new City Disaster Emergency Operations Center. -Completed and dedicated the debt- free, 18 hole, par 71 Tony Lema Golf Course. -Obtained Federal funding for maintenance dredging of the Marina harbor channel. -Completed development of the last portion of the downtown San Leandro Plaza Shopping Center. --Relocated the Estudillo Station of the United States Post Office to the downtown shopping center. -Developed a program to preserve the office building entryway of the Caterpillar Tractor Company. -Awarded an option to construct a 135-room, two-story hotel at the San Leandro Marina to an experienced hotel development group. Construction is ex- pected to be completed in mid-1984. -Started process for developing two new restaurants at the Marina. -Completed the draft Environmental Impact Report (EIR) for the proposed Greenhouse Market Place 25-acre com- mercial development at Lewelling Boulevard and Washington Avenue. -Initiated Operation Identification Program for the prevention of crime in the business community. -Reorganized the City Clerk's acti- vities which provided improved public and City service at reduced costs. -Completed reorganization studies in the Police, Fire, Public Works and Finance Departments which provided savings in employee costs. -Formed an interdepartmental fee- for-service staff task force to review for equity and consistency all City fees, and recommend adjustments to the City Council to ensure adequate bases for fees. -Established a procedure to coor- dinate the City's amusement device licensing program with business license renewals to ensure accurate licensing. -Eliminated newspaper publication of certain construction trades wage rate data at a savings of $5,000 per year. -Conserved energy by reducing con- sumption of electricity by 14%, and avoided $113,000 in energy costs through detailed conservation measures. -Established a "Capital Improve- ment Reserve" for use in funding major or future projects. -Began in-house handling of eminent domain proceedings, saving significant outside legal fees. -Successfully initiated a modified private service custodial maintenance program at the _ San Leandro Main Library and branches which will save Ci- ty costs. -Continued the successful streets pavement management program with in- creased emphasis on use of preventive maintenance measures to avoid costly repairs or reconstruction. -Computerized Police Department records for generation of reports re- quired by the Bureau of Criminal Statistics. -Conducted a public Earthquake Seminar at Bancroft Junior High School to assist in preparing residents in their preparedness planning for a major earth- quake.
