MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-December 1, 2008 <br />Development Overlay District; Assessor's Parcel No. 75-19-5; D. Friend (Applicant and <br />Property Owner). <br />This being the time and place for the Public Hearing on the above matter, Interim City <br />Manager Hollister introduced Senior Project Development Specialist Elmer Penaranda. <br />Mr. Penaranda gave a short PowerPoint presentation, describing the proposed <br />modification to the Planned Development to convert the Carriage House and <br />Blacksmith's Shop to dwelling units, and to replace a dilapidated shed with a new <br />storage room. Mr. Penaranda reported that, since the publication of the City Council <br />agenda, the Applicant has agreed with the recommendations of the Library-Historical <br />Commission and Planning Commission to not increase the height of the Blacksmith's <br />Shop, but instead to modify the interior space. <br />The Hearing was then opened to the public. <br />Fred Reicker, San Leandro resident, addressed the City Council, expressing <br />appreciation for Dr. Friend's agreement with the recommendation not to increase the <br />height of the Blacksmith's Shop. Mr. Reicker commented that he believed the decision <br />was in the best interest of the historic resources of the city. <br />Bruce Bollinger, Project Designer, addressed the City Council, expressing his <br />appreciation for the work of staff in the Planning and Building divisions to bring the <br />proposal forward. Mr. Bollinger stated that he and the Applicant are quite happy with <br />the outcome. <br />Betty Moose, San Lorenzo Heritage Society, addressed the City Council, asking <br />whether the changes to the interior of the Blacksmith's Shop would cause a loss to the <br />historical value of the structure. <br />Mr. Penaranda replied that the interior features, such as the circular staircase, are not part <br />of the historic nature of the structure. <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br />• Minute Order No. 2008-027, Motion to Approve the Proposed Conversion of the <br />Carriage House into a Rental Unit, to Construct a New Storage Room Addition at <br />the Rear of the Blacksmith's Shop to Replace the Dilapidated Storage Shed, and <br />to Convert the Blacksmith's Shop into a Rental Unit Without Increasing the <br />Height of the Building and Increasing the Living Area of the Blackmith's Shop <br />into a portion of the Storage Room Addition, Subject to the Recommended <br />Conditions of Approval as Revised so as not to Allow an Increase in Height to the <br />Blacksmith's Shop.
