He commented that the <br />LINKS helps the City address global climate change, and that there are future <br />opportunities for expansion of the shuttle service, with projects such as Kaise <br /> <br />M/S/C Prola and Grant. ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br /> <br />A.Update on Shoreline Development Citizens Advisory Committee (Shoreline CAC) <br />(provides highlights of December 3, 2008 Shoreline CAC meeting on introductions and <br />sharing of shoreline vision). (3127) <br /> <br />Mayor Santos commented on the first meeting of the Committee. <br /> <br /> <br />B. <br />to Re-Establish the West San Leandro Shuttle Business Improvement District (requests <br />the City Council direct staff to prepare the required Resolution of Intention to re- <br />establish the West San Leandro Shuttle Business Improvement District). <br /> <br />Community Development Director Luke Sims reported that the current West San <br />Leandro Shuttle Business Improvement District (BID) will expire on June 30, 2009. If <br />the Council desires to continue the assessment, an entirely new BID must be formed. <br /> <br />Mr. Sims introduced Senior Project Development Specialist Elmer Penaranda. Mr. <br />Penaranda gave a short PowerPoint presentation, providing the history of the LINKS <br />Shuttle; the formation of the BID in FY 2004-05; the expiration of the current BID; the <br />that the Council adopt a resolution declaring its intention to re- <br />establish the BID; and the schedule to re-establish the BID. <br /> <br />Mr. Sims stated that when the BID was first approved, the Council directed staff to <br />develop a simple process to better inform businesses of the BID process, and to aid <br />them in lodging their protest. Mr. Sims noted that the process, as outlined by Mr. <br />Penaranda, is much more extensive and detailed than what is required by State law. <br /> <br />Councilmember Grant suggested that it might be good information for the businesses in <br />the BID to know the percentage of the LINKS budget that is funded by the BID. She <br />commented that, as a business owner, it might be compelling for businesses to know <br />that a large percentage of the program costs are being borne by other agencies. <br /> <br />A motion was made by Councilmember Prola, seconded by Councilmember Starosciak, <br />to adopt the resolution. <br /> <br />
