Federal Funding Requests FY 2010 3 January 15, 2009
Marina Spine Construction (extension of Bay Trail from Marina Boulevard to Fairway
Drive) - $1.5 million project; no previous allocation request; Request $LS million FY 10.
Bay Trail Improvements (addition of rip rap) - $900,000 project; no previous allocation
request; Request $900,000 FY 10.
Other Federal Fund Considerations
The following programs are identified as a potential recipient of federal funds in the future. Staff
will continue to develop programs should the funds become available for FY 2009-2010. City
Council may wish to express support for funding of these programs.
At Risk Youth Program (develop a pilot program with the SLUSD to benefit at-risk youth)
- Request $1 million FY 10.
Energy Efficiency Block Grant -Potential source of federal funds for energy efficiency
programs and climate protection activities; more research is required to determine if funds will
be available for FY 2009 or FY 2010 as a part of a stimulus package.
COPS Grant -Potential source for hiring of police officers may be available to cities; more
research is required to determine if funds will be.available for FY 2009 or FY 2010 as a part of a
stimulus package.
Unlike previous requests, we may wish to have more "new" projects in our FY 2010 requests.
For example, repeating the request for Senior Center funding is inappropriate as we have a
pending FY 2009 request and the project will be complete by FY 1010. Likewise, Marina
Dredging is currently funded for a partial dredge. Large new projects, such as the Downtown
Garage (TOD Strategy) or a Competitive Pool, may be attractive, while re-submitting previous
requests, such as East 14th Street Improvements, and the Public Safety Building Expansion and
Renovation, show an on-going commitment to these projects. Large, regional transportation
projects, such as the Marina and Davis Street Interchanges, might be more appropriately lobbied
for in the SAFETY-LU re-authorization.
Also attached for your review is the listing of San Leandro's 22 infrastructure projects totaling
$78 million, which was submitted to the U.S. Conference of Mayors (L1SCM). Mayor Santos
will have attended the USCM's conference and may be able to provide further insights on
• funding opportunities.
Analysis
Not Applicable
Current City Council Policy
Not Applicable
Previous City Council Action(s)
Not Applicable
City Council Committee Review and Action
