The Agency entered into a Memorandum of Understanding with Westlake Development Partners, <br />BRIDGE Housing, BART and the City of San Leandro fora 700 unit transit-oriented <br />development project with 15% designated for low and very ]ow income housing. Housing Set- <br />Aside funds will likely be allocated to the 100-unit affordable rental housing project, called San <br />Leandro Crossings West, in the future. $24 million in State Proposition 1C funding has been <br />received to assist in constructing a BART replacement garage and infrastructure improvements. <br />• Administration of the City's First Time Homebuyer (FTHB} Program (as well as the City-wide <br />Tnclusionary Housing Ownership Program created under the City's Inclusionary Zoning <br />Ordinance adopted in December 2004) was transitioned to the non-profit Bay Area Homebuyer <br />Agency (BAHBA) due to limited Agency staffing capacity and streamlining of the Agency <br />homebuyer programs. The FTHB Program is funded by Set-Aside Funds. <br />The Agency approved fifteen (15) loans under the FTHB down payment/closing cost assistance <br />program which were a notable increase over the past few years, whereby the Agency had been <br />approving an annual average of two (2) loans. Eight {8) of the total loans were for low-income <br />and seven (7) for moderate-income first-time homebuyers. To meet the increased loan demand, <br />the City Council approved $161,000 in additional Set-Aside Funds in January 2008 for the <br />program. <br />• Under the FTHB Program, the Agency sponsored three (3) free homebuyer education seminars <br />for potential first-time buyers. Overall, there were 149 certificates cf completion awarded to <br />households completing the seminars. Through BAHBA the City also provided free one-on-one <br />homebuyer counseling to forty-nine (49) households [of which thirty-seven (37) were Iow- to <br />moderate-income] who were San Leandro residents and/or employed in the City. <br />The Agency executed one (1) inclusionary housing agreement with Arbor Place, a for sale <br />development located on Hays Street and not in a redevelopment project area. With City approval, <br />the Arbor Place developer transferred one (1) moderate income unit obligation to another of <br />recently completed for-sale development called Toscani Place, which is located in the Plaza <br />Redevelopment Project Area. In addition to the inclusionary homebuyer for the Toscani Place <br />(via Arbor Place transfer) unit, there was only one (1) other new inclusionary unit purchased in a <br />redevelopment project area. This latter moderate income unit was part of the Cherry Park Square <br />for sale development approved in the previous year and located in the MacArthur/West San <br />Leandro Redevelopment Project Area. <br />LOOKING AHEAD: PROGRAM CONTTNTJATIONS AND CHANGES <br />In Fiscal Year 2048-09, the following program changes are being proposed for the Redevelopment <br />Agency, in addition to continuation of the projects mentioned in the previous Economic Development and <br />Commercial Revitalization section: <br />Plaza Project Area <br />• The Agency continues to work with the private developer of Creekside Plata, the City's first <br />Class A office complex, on predevelopment marketing of the expanded third and final building in <br />the Creekside Plaza office complex. Construction is scheduled to begin in 2009. <br />
