Report on Agency Activities to Eliminate Blight <br />Report on the Status of Agency Loans <br />Report on Property Owned and Acquired by the Agency <br />The San Leandro Redevelopment Agency was formed in 1960 to finance development <br />projects and programs to eliminate economic stagnation and physical blight. The <br />Agency's funding source is tax increment, which is a dedicated share of the growth in <br />property tax within redevelopment project areas. San Leandro has three active <br />redevelopment project areas: Plaza, West San Leandro/MacArthur Boulevard, and <br />Alameda County-City of San Leandro, known as the Joint project area. Partnering with <br />businesses, residents, and property owners, the Redevelopment Agency provides the <br />private sector with financial and technical assistance to eliminate barriers to investment, <br />stimulating economic growth. The Mayor and City Council serve as its Board of <br />Directors and the City Manager as its Executive Director. <br />In 2007-08, the Office of Business Development was reorganized as a division of the <br />Community Development Department. Business Development staffs the <br />Redevelopment Agency with the assistance of Agency Counsel and contract technical <br />services. Business Development manages the Agency's development projects and <br />administers the three redevelopment plans. Business Development also supports two <br />citizen committees, which advise the Agency Board. Other divisions of the Community <br />Development Department assist with planning and housing programs for the Agency; <br />and the Engineering and Transportation Department helps implement the Agency's <br />capital projects. Staff works with the Finance Department and other City departments to <br />ensure all required state and federal reporting information is completed. <br />Pursuant to Health and Safety Code Section 33080.1(d), additional selected <br />accomplishments in Fiscal Year 2007-08 include the following economic development <br />and housing activities: <br />ECONOMIC DEVELOPMENT <br />Plaza Project Area <br />• Design was completed and bids received for the final phase of downtown <br />pedestrian and lighting enhancements including amenities such as improved <br />lighting, sidewalks and landscaping, as well as the creation of community plaza <br />on West Joaquin Avenue at East 14th Street including a fountain and areas for <br />outdoor seating and dining. Construction will begin in fall 2008 and should be <br />completed in summer 2009. <br />• Downtown San Leandro Design Guidelines and Principals were developed in fall <br />2007. These Guidelines serve as a "can do" document to encourage property <br />and business owners to make improvements to their building facades, including <br />landscaping and signage. <br />
