Continued Discussion Regarding Dog Park
Carolyn recapped the Recreation and Park Commission's work that began approximately one
year ago regarding the feasibility of a dog park in the City of San Leandro. The Commission's
study revealed that dog parks are heavily used and well supported. In a letter dated October 1,
2008 to Mayor Santos and the City Council,. the Commission outlined three options for potential
dog parks in the City of San Leandro. The Commission recommends Option #2; which uses a
ground covering of 4" of decomposed granite throughout the dog park. This option is the most
cost efficient of the options proposed.
The Commission recognizes the reality of the City's current fiscal challenges as well as the many
items that are currently on the CIP list needing attention. The hope is that the dog park will
remain a high priority for the City Council. Mayor Santos asked about other items on the list
needing attention. Carolyn listed some of the items including Par Course repair, park bleachers,
asphalt paths and various other infrastructure items.
The issue of park impact fees was raised and whether these funds are strictly to be used for
building new parks or if they can be used to improve existing parks. Uche stated that this
question has been raised in the past and, at that time, funds generated from park impact fees
could not be used to improve existing parks. Steve Hollister informed the Committee that the
City has consulted with its attorneys regarding this issue. He expects to have an answer prior to
the holidays.
2
