MINUTES Page 13 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-December 15, 2008 <br />Councilmember Starosciak reported on a meeting of the CMA, in which she abstained <br />on a vote for State Transportation Improvement Program (STIP) funding for the Bus <br />Rapid Transit (BRT) project through San Leandro, due to the Council's current policy <br />on BRT. Councilmember Starosciak noted that it started a good conversation at the <br />CMA regarding San Leandro's position on BRT. She will be meeting with AC Transit <br />Board Director Rocky Fernandez to discuss east-west bus routes for San Leandro that <br />would feed into BRT. <br />Councilmember Grant reported that she attended the Alameda County Housing <br />Authority Commission meeting, at which the Commission discussed manufactured <br />housing, and had a small celebration for her. The Commission made a $100 donation to <br />the Davis Street Family Resource Center in her name. <br />Councilmember Prola reported that he attended the Alameda County Mosquito <br />Abatement District meeting on December 10. He commented that it is a quiet time for <br />the District, due to the cold weather. <br />Mayor Santos reported that he attended a meeting of the Alameda County Mayors <br />Conference, and he was named as its representative to the East Bay Regional <br />Communications System (EBRCS) Board of Directors and to the Memorial Grove <br />Ceremony committee. Mayor Santos reported that the East Bay Dischargers Authority <br />(EBDA) Personnel Committee met with Mike Connor, its new Executive Director. He <br />reported that Carrie Wilson, the former Administrative Assistant to EBDA, is very ill. <br />B. Reports on Conferences and Seminars <br />None. <br />C. Accepted <br />as submitted. <br />Councihnember Prola clarified a point he made previously regarding conducting <br />voter registration at aCity-sponsored event. He stated that the request was <br />brought to him by the Alameda County Democratic Central Committee. The <br />Committee wanted to register voters, and to have items displayed on its table <br />along with a donation jar. Councilmember Prola received a legal alert from <br />Meyers Nave which stated that, due to a Court of Appeals ruling, political speech <br />must be allowed at City-permitted events on public property. Ms. Williams <br />indicated that the Court of Appeals decision was made after the City Attorney's <br />
