ITEMS REMOVED FROM CONSENT CALENDAR <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br />8.B. Matter of Banning Use of Alcohol in City Park and Open Space Areas (amends <br />provisions of the San Leandro Municipal Code and the San Leandro Administrative <br />Code to ban alcohol use in City park and open space areas). <br />Councilmember Prola stated that he would like to allow some flexibility to groups that <br />want to have alcohol at their events. <br />A motion was made by Councilmember Prola to amend Section 4-1-705 of the <br />ordinance, to allow exceptions to the alcohol ban in parks for "sponsored events with <br />prior approval by the City Council," and not just those events that are sponsored by the <br />City. <br />Councilmember Grant asked how the Council would determine which groups should <br />receive approval. <br />Recreation and Human Services Director Carolyn Knudtson shared with the Council the <br />concerns of staff that they would need to explain to park users why certain groups could <br />have alcohol and others could not. She noted similar problems in the past with the use <br />of bounce houses in the parks. <br />The motion died for lack of a second. <br />• Ordinance No. 2008-016, an Ordinance Amending Chapter 4-1, Article 7 of the <br />San Leandro Municipal Code Relating to Alcoholic Beverages (bans alcohol use <br />in City park and open space areas within an exception for City-sponsored events <br />with prior approval from the City Council).
