of public improvements in the Project Area that will benefit the businesses and patrons in the <br />Project Area and will help further the implementation of the TLC Pedestrian Connection project <br />at the Washington Plaza Shopping Center in the Project Area, thereby attracting people to, <br />promoting economic development in and enhancing the environment of the Project Area; and <br />WHEREAS, no other reasonable means of financing the purchase of the Property and the <br />Temporary Construction Easement, is available to the community in that the only other possible <br />source of funding is through the use of the City's General Fund and that is pledged for the <br />provision of essential City services for the residents of the City such as police and fire services; <br />and <br />WHEREAS, the Agency purchase of the Property and the Temporary Construction <br />Easement, will assist in the elimination of one or more blighting conditions inside the Project <br />Area by furthering the implementation of the TLC Pedestrian Connection project, which will <br />attract patrons to the Project Area, in turn increasing and strengthening existing uses in the <br />Project Area, consistent with the Five Year Implementation Plan adopted by the Agency <br />pursuant to Section 33490. <br />NOW, THEREFORE, the Redevelopment Agency of the City of San Leandro does <br />RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: <br />SECTION 1. The Redevelopment Agency of the City of San Leandro hereby specifically <br />finds that all of the facts stated above are true and correct. <br />SECTION 2. The Redevelopment Agency of the City of San Leandro hereby specifically <br />authorizes the expenditures of Redevelopment Agency funds in an amount <br />not to exceed $7,650.00, to purchase the Property; $2,070.00 to purchase <br />the Temporary Construction Easement, and $2,094.00 to purchase the <br />acquired improvements. <br />RESOLUTION N0.2004-012 RDA 3 <br />
