LINKS BID 3 January 27, 2009 <br />Previous City Council Action(s): <br />• Motion, December 15, 2008, accepting the SLTMO and the BID Advisory Board's <br />recommendation to direct staff to prepare a Resolution of Intention to re-establish the BID at <br />current rates for afive-year term. <br />• Ordinance No. 2005-017, adopted October 3, 2005, amending Title 2 of the San Leandro <br />Municipal Code to add a new Chapter 15 re-establishing the West San Leandro Business <br />Improvement District and to sunset June 30, 2009. <br />Ordinance No. 2004-013, adopted June 21, 2004, amending Title 2 of the San Leandro <br />Municipal Code to add a new Chapter 15 establishing the West San Leandro Business <br />Improvement District. <br />• Resolution 2003-185 was adopted by the Council on September 2, 2003 approving a <br />Resolution of Intention to form the West San Leandro Shuttle Business Improvement District. <br />City Council Committee Review and Action: <br />At its January 8, 2009 meeting, the Business and Housing Development Committee reviewed the <br />draft mailing envelope and contents, including the BID public hearing notice, ROI and self- <br />addressed postcard sized protest card. The Committee discussed the BID assessment notification <br />process and mailing material. It recommended that the red stamp be enhanced with "BUSINESS <br />IMPROVEMENT DISTRICT BID BALLOT" in addition to the PUBLIC NOTICE on the <br />envelope. Additionally, the Committee recommended the informational flyer include information <br />on how votes are weighed and who is authorized to sign the protest. <br />Applicable General Plan Policy: <br />Goal 15.03 of the General Plan specifically encourages the use of shuttle buses as a viable <br />alternative to driving and Action 15.03-A urges continuation of public/private partnerships to <br />provide shuttle services and the pursuit of grant funding opportunities for such activities. <br />Permits andlor Variances Granted: Not applicable <br />Environmental Review: Not applicable <br />Code Compliance Review: Not applicable <br />Board/Commission Findings: <br />The BID Advisory Board has given its support for consideration of re-establishing the BID and <br />the continued operations of the LINKS program. <br />Summary of Public Outreach Efforts: <br />Businesses that pay the BID assessment received a color informational flyer in their Business <br />License renewal packet mailed the week of December 15, 2008. <br />
