• Addition of a second left turn lane from east bound Washington Avenue to Beatrice Street
• Improvements to the I-880 on-ramp
• Addition of a second lane on Beatrice Street between Washington Avenue and the I-880 on-
ramp
• Reconfiguration of the westbound Washington Avenue at Beatrice Street intersection to stop
weaving between traffic entering the I-880 on-ramp and local traffic accessing the
neighborhood to the north
• Addition of a second left turn lane on westbound Washington Avenue accessing the
Greenhouse Marketplace at Fargo Avenue
• Reconfiguration of the Washington Avenue at Fargo Avenue intersection
• Signal modifications at both Washington Avenue at Beatrice Street and Washington Avenue
at Fargo Avenue intersections
• Pedestrian accessibility improvements within the project area
The STP/CMAQ-funded project funds can be used only on arterial roadways that require
rehabilitation within the city. Staff used the City's Pavement Management System to identify the
arterial streets that meet the rehabilitation requirements. Washington Avenue, from the I-880
overpass to the San Lorenzo Creek Bridge at the City limits, meets the selection criteria for
STP/CMAQ-funded rehabilitation.
The Washington Avenue Overlay project rehabilitates pavement on Washington Avenue starting
at the base of the I-880 overpass and extending south toward the City limits at San Lorenzo
Creek.
Analysis
Prior to the rejection of the I-880/Washington Avenue Interchange Improvements bids, the plan
was to complete the I-880/Washington Avenue project, then construct the pavement
improvements on Washington Avenue as a separate project. The necessity to rebid the I-
880/Washington Avenue Interchange Improvements project combined with federal funding
deadlines imposed on the Washington Avenue Overlay project requires that the two projects be
combined. This will not have a significant impact on the phasing of the project, as the
Washington Avenue Overlay project will follow the I-880/Washington Avenue Interchange
Improvements work in a combined schedule. The combined project will allow for the projects to
proceed under federal guidelines, rather than the more stringent guidelines of ACTIA, which
necessitated the first rejection of bids. The elimination of ACTIA-mandated requirements,
together with the additional project size, opened competition to a larger group of qualifying
contractors.
Bid opening was held on December 16, 2008. A total of 11 bids were received for the project,
ranging from $1,658,748 to $2,218,800.
Prior to the redevelopment of Bayfair Center, the Final Focused EIR Addendum of May 1992
indicated the level of impact the Center's expansion would have on the Washington/I-880
Interchange and the amount the developer was required to provide the City to reduce traffic
impacts. A total of $991,370 is due from the owner of Bayfair Center based on this report. In
