Staff used the City's Pavement Management System to identify the <br />arterial streets that meet the rehabilitation requirements. Washington Avenue, from the I-880 <br />overpass to the San Lorenzo Creek Bridge at the City limits, meets the selection criteria for <br />STP/CMAQ-funded rehabilitation. <br />The Washington Avenue Overlay project rehabilitates pavement on Washington Avenue starting <br />at the base of the I-880 overpass and extending south toward the City limits at San Lorenzo <br />Creek. <br />Analysis <br />Prior to the rejection of the I-880/Washington Avenue Interchange Improvements bids, the plan <br />was to complete the I-880/Washington Avenue project, then construct the pavement <br />improvements on Washington Avenue as a separate project. The necessity to rebid the I- <br />880/Washington Avenue Interchange Improvements project combined with federal funding <br />deadlines imposed on the Washington Avenue Overlay project requires that the two projects be <br />combined. This will not have a significant impact on the phasing of the project, as the <br />Washington Avenue Overlay project will follow the I-880/Washington Avenue Interchange <br />Improvements work in a combined schedule. The combined project will allow for the projects to <br />proceed under federal guidelines, rather than the more stringent guidelines of ACTIA, which <br />necessitated the first rejection of bids. The elimination of ACTIA-mandated requirements, <br />together with the additional project size, opened competition to a larger group of qualifying <br />contractors. <br />Bid opening was held on December 16, 2008. A total of 11 bids were received for the project, <br />ranging from $1,658,748 to $2,218,800. <br />Prior to the redevelopment of Bayfair Center, the Final Focused EIR Addendum of May 1992 <br />indicated the level of impact the Center's expansion would have on the Washington/I-880 <br />Interchange and the amount the developer was required to provide the City to reduce traffic <br />impacts. A total of $991,370 is due from the owner of Bayfair Center based on this report. In <br />
