(Adams Avenue to Davis Street) is funded by the City of San Leandro with contributions from the Port of Oakland. Analysis On February 6, 2007, bids were opened for Phase 1 and Phase 2. Phase 1 bids ranged from $1,920,877 to $2,999,946 and Phase 2 bids ranged from $1,751,530 to $2,449,417. McGuire and Hester was the lowest responsible bidder for both Phase 1 and Phase 2. On March 5, 2007, the City Council awarded both phases of the project to McGuire and Hester Construction of both phases is complete to the satisfaction of the City Engineer.
