CITY OF SAN LEANDRO MEMORANDUM Date: January 15, 2009 To: City of San Leandro & San Leandro Unified School District Liaison Committee From: Steve Hollister, Cit~y{M~anager By: Cynthia Battenberg~siness Development Manager Subject:- SUMMARY OF THE DRAFT CITY OF SAN LEANDRO AND SAN LEANDRO UNIFIED SCHOOL DISTRICT JOINT USE AGREEMENT Ah1D DRAFT CITY OF SAN LEANDRO REDEVELOPMENT AGENCY AND SAN LEANDRO UNIFIED SCHOOL DISTRICT FINANCING AGREEMENT SUMMARY AND RECOMMENDATION To assist the San Leandro Unified School District (District) in development of its Ninth Grade Campus, which will benefit the Alameda County City of San Leandro (Joint) Redevelopment Project Area, the City of San Leandro Redevelopment Agency (Agency) proposes providing financial assistance to the School District. Provisions for the joint use of the school gymnasium by the City of San Leandro (City) during non-school hours are detailed in a Joint Use Agreement between the City and District. City staff recommends the City/School Liaison Committee recommend approval of the Joint Use and Financing Agreements along with required Health and Safety Code findings at the Joint City/District meeting scheduled for February 9, 2009. BACKGROUND The District is constructing agymnasium, athree-story classroom building and cafeteria for the Ninth Grade Campus located at 13900 East 14th Street, San Leandro, within the Joint Area. Public infrastructure improvements including curbs and gutters, sidewalks, and asphalt improvements to the drop-off area will also be installed. Construction began in November 2008. The City and District contemplate entering into a Joint Use Agreement which provides for residents' use of the gymnasium during non-school hours. Highlights of this agreement follow: • District shall construct and develop a school gymnasium at San Leandro High School 9th Grade Campus. • City shall be entitled to schedule exclusive use of the school gymnasium for recreational purposes for the public beginning at 4:00 p.m. on days during which school instructional classes are conducted and shall be entitled to exclusive use on weekends, holidays and days during which school instructional classes are not being conducted.
