DRAFT MINUTES Page 8 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting--January 20, 2009 11. CITY COUNCIL REPORTS A. Reports on Intergovernmental Agencies Councilmember Starosciak reported on the League of California Cities East Bay Division meeting in Orinda, at which Senator Mark Desaulnier discussed the State budget. She announced that the bocce ball tournament will be held on March 19, and that it is the CITIPAC annual fundraiser. Last year, the San Leandro team placed second. Councilmember Prola reported on the Alameda County Mosquito Abatement District Board meeting, at which officers were elected. Councilmember Souza. reported that at the Associated Community Action Program (ACAP) meeting, the Board extended the executive director's contract for another year. Councilmember Souza praised the ACAP executive director for seeking grants and expanding the program. Councilmember Gregory reported that he attended the Association of Bay Area Governments (ABAG) FOCUS Forum, and received a presentation on how to improve retail. Councilmember Gregory also reported that he attended Supervisor Alice Lai- Bitker's latest "Health is Not Just Health Care" meeting. Mayor Santos reported on a recent meeting of the East Bay Dischargers Authority (EBDA). Mayor Santos commented on various water management issues. B. Reports on Conferences and Seminars Mayor Santos reported on his attendance at the U.S. Conference of Mayors in Washington, D.C., and many of the topics that were discussed. C. Reports on Empowerment Funds Councilmember Gregory requested that the San Leandro Education Foundation be added to the list of eligible recipients for City Council Community Empowerment Funds. D.
