Ninth Grade Campus 2 February 5, 2009 <br />3) the public improvements will assist in the elimination of one or more blighting conditions <br />inside the project area; and <br />4) the Agency's assistance for the public improvements is consistent with its current five- <br />year implementation plan. <br />Furthermore, in cases where the public improvement is a publicly owned building, <br />Section 33679 of the Redevelopment Law requires the agency to hold a public hearing. For at <br />least two consecutive weeks prior to the hearing, the agency must publish a notice in a <br />newspaper of general circulation. The Agency must also make available to the public <br />information outlining: <br />• estimates of the amount of tax increment funds proposed to be used, including interest <br />payments; <br />the facts supporting the legislative findings, as outlined by Section 33445 of the <br />Redevelopment Law; and <br />the redevelopment purpose for which the tax increment funds are to be used. <br />This Report has been prepared in compliance with Sections 33445 and 33679 of the <br />Redevelopment Law and is attached. <br />Project Description <br />The San Leandro Unified School District (the "District") is constructing agymnasium, athree- <br />story classroom building and cafeteria for the Ninth Grade Campus located at 13701 Bancroft <br />Avenue, within the Joint Alameda County-City of San Leandro Redevelopment Project Area {the <br />"Project Area"). Public infrastructure improvements including curbs and gutters, sidewalks, <br />and asphalt improvements to the drop-off area will also be installed. Construction began in <br />November 2008. <br />The City of San Leandro (the "City") and the District contemplate entering into a "Joint Use <br />Agreement" which provides for City use of the gymnasium during non-school hours. The San <br />Leandro Redevelopment Agency (the "Agency") and the District contemplate entering into a <br />"Financing Agreement" providing for financial contributions and certain in-kind contributions to <br />the Project from the Agency as specified herein. <br />Estimate of Agency's Tax Increment Contribution <br />The Agency proposes to contribute the following amounts of tax increment to the Project: <br />• Construction of the gymnasium building $1,635,360 <br />• Design upgrades to the exterior of the gymnasium building $176,490 <br />• 710 linear ft. of curb and gutter work at 138` Avenue and Bancroft Avenue $44,730 <br />• 7,100 sq. ft. of sidewalk (ten feet wide) on 138' and Bancroft Avenues $129,220 <br />• 2,500 sq. ft. of asphalt improvements to drop-off area $185,000 <br />• In-kind contributions of asphalt improvements and corner reconfiguration $86,550 <br />$2,257,350 <br />
