Summary Report of Health & Safety Code Findings -Ninth Grade Campus <br />Estimate of Agency's Tax Increment Contribution <br />The Agency proposes to contribute the following amounts of tax increment to the Project: <br />• $1,635,360 toward construction of the gymnasium building <br />• $176,490 far design upgrades to the exterior of the gymnasium building <br />• $44,730 for 710 linear feet of related curb and gutter work at 138th Avenue and Bancroft <br />Avenue <br />• $129,220 for 7,100 square feet of sidewalk (ten feet wide) on 13 8th Avenue and Bancroft <br />Avenue <br />• $185,000 for 2,500 square feet of asphalt improvements to drop-off area <br />• In-kind contributions of asphalt improvements and corner reconfiguration, valued at <br />$86,550 <br />The total amount of the estimated tax increment contribution to the Project, including the <br />value of the in-kind contributions, is $2,257,350. <br />Facts Supporting Health and Safety Code Section 33445 Determinations <br />The Project Area includes dilapidated and unsafe buildings, underutilized properties, <br />economically obsolete and deteriorated buildings and lots, incompatible adjacent land uses, and <br />inadequate street amenities. The Project Area's vacant and underutilized properties and other <br />properties suffer from economic dislocation, depreciated or stagnant property values, and <br />impaired investments. The existence of inadequate public improvements and public facilities in <br />the Project Area cannot be remedied by private or governmental action without redevelopment. <br />The lack of adequate public improvements hinders economic development opportunities and <br />contributes to the existence of depreciated and stagnant property values and impaired <br />investments in the Project Area. <br />Elimination of Blight <br />The above-described construction of a new school gymnasium and installation of related <br />public improvements (the "Project") will assist in the elimination of one or more blighting <br />conditions in the Project Area. The Ninth Grade Campus is being constructed on an <br />approximately 2.68 acre parcel between Bancroft Avenue and East 14th Street, a state highway <br />and main arterial in the City. The site was previously used for vehicle storage. The new <br />construction, including design upgrades to the exterior of the gymnasium building, will <br />transform the site from an underutilized, unsightly property, and the installation of sidewalks, <br />curbs and gutters will provide necessary street amenities and improve the aesthetics of East 14th <br />Street. Furthermore, the addition of a new school that brings students and their families to the <br />area will benefit nearby retail establishments and thus further economic development <br />opportunities in the Project Area. <br />2 <br />
