pipe locations into the project plans. Potholing involves coring into the existing street pavement, <br />vacuuming out the existing material inside the core, visually locating the existing underground <br />utilities, and backfilling the hole with slurry to street grade. <br />Analysis <br />A Request for Proposal (RFP) was sent out on December 8, 2008 for utility location services to <br />Cruz Brothers Locators of Scotts Valley; EXARO Technologies Corporation of South San <br />Francisco; and Subdynamic Locating Services of San Jose. The scope of work in this RFP <br />required that the contractor pothole gas and water mains every 300 feet and also every gas or <br />water service lateral. Only Cruz Brothers Locators and EXARO Technologies Corporation <br />responded to the RFP, but the cost of the work was too high, so both proposals were rejected. <br />A second RFP was sent out on December 24, 2008 with a reduced scope of work. The sampling <br />interval of the mains was increased from 300 feet to 500 feet and only a handful of service <br />laterals are to be potholed on each street. EXARO Technologies Corporation provided the <br />lowest proposed cost at $42,801. <br />EXARO Technologies Corporation was incorporated in March 2005, and since then its clients <br />have included: Bay Area Rapid Transit (BART); Valley Transportation Authority (VTA); <br />California Department of Transportation (Caltrans); and Caltrain. EXARO Technologies <br />Corporation has located many types of underground utilities, such as Kinder Morgan high <br />pressure fuel lines, Pacific Gas and Electric (PG&E) gas terminals and electric substations, high <br />pressure force mains, and fiber optics lines. EXARO Technologies Corporation holds a "Class A <br />- General Engineering Contractor" license and a "Hazardous Substance Removal" Certificate in <br />the State of California. All its foremen and technicians are "Qualified Operators" in vacuum <br />excavation utility locating per Title 1 Section 4216 of the Government Code. <br />The City of San Leandro has hired EXARO Technologies Corporation for various projects over <br />the past few years, including the Annual Overlay/Rehabilitation project for FY 2006-07 and FY <br />2007-08. It is expected that EXARO Technologies Corporation will do an excellent job of <br />locating the existing underground high-risk utilities at a competitive cost, and therefore, Staff <br />recommends approval of this contract. <br />Current City Council Policy <br />• Regular maintenance of City streets to ensure safe and efficient operation <br />Previous City Council Action(s) <br />Not Applicable <br />City Council Committee Review and Action <br />Not Applicable <br />
