CITY OF SAN LEANDRO STAFF REPORT DATE: February 17, 2009 TO: Stephen Hollister, City Manager FROM: Uchenna Udemezue, Director Engineering and Transportation partment BY: Kenneth Joseph, City Engineer SUBJECT PROJECT/PROJECT DESCRIPTI APPROVED AND FORWARDED TO CITY COUNCIL ~ ~~~~~~ Stephen Hollister City Manager RESOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH BROWN & CALDWELL FOR CONSTRUCTION SUPPORT SERVICES FOR THE WATER POLLUTION CONTROL PLANT WASTE ACTIVATED SLUDGE PROJECT, PROJECT NO. 08-593-52-230 The work provides construction support services for the construction of a new rotary drum thickener with a thickened sludge pump, waste activated sludge (WAS) pump, a polymer blending unit, and a polymer feed pump at the Water Pollution Control Plant (WPCP). SUMMARY AND RECOMMENDATION Staff recommends approval of a contractual services agreement with Brown & Caldwell in the amount of $110,217 for the subject project. BACKGROUND The WPCP provides primary and secondary wastewater treatment; discharging the treated water into the San Francisco Bay through the East Bay Dischargers Authority (EBDA) pipeline located near the Neptune bridge. In 2005, the City contracted with Malcolm Pirnie, a consulting firm, to inventory the WPCP, list the work needed, and prioritize the list. The installation of an additional sieve drum concentrator (SDC) was identified as one of the top five projects. This will allow the current SDC to be taken off-line for maintenance or repairs without interrupting the treatment process. In October 2006, the City sent out a Request for Proposals to several wastewater design consulting firms. The City selected Brown & Caldwell based on its design performance and qualifications. This firm demonstrated extensive experience in water treatment, including recent similar projects for the Dublin/San Raman Services District, the East Bay Municipal Utility District, San Mateo/Estero Municipal District, the City of Santa Rosa, and the City of Ukiah.
