Walking Tour Points of Interest <br />El Torito: El Torito is an approximately 8,000 square foot full service Mexican casual dining <br />restaurant which can accommodate up to 500 people. This site has been used as a restaurant <br />since 1970, originally leased by Tia Maria's. The initial ground lease on the site had a term of 31 <br />years, commencing on July 1, 1969. The Lease was extended for an additional 19 years effective <br />July 1, 2000 and will expire in 2019. El Torito pays a set base rent of $1,200 and a percentage of <br />gross sales. The average annual lease payment over the last three years has been $125,000. <br />The agreement with El Torito identifies two parking fields which currently provide 177 spaces of <br />restaurant parking. <br />The larger development site just north of El Torito contains approximately three acres. This area <br />was the former home of the boat launch ramp which was relocated to the south end of the marina <br />approximately 20 years ago. The channel leading from the former boat launch is no longer <br />dredged and has returned to a low tide mud flat. <br />2. Blue Dolphin: The Blue Dolphin, which opened at the San Leandro Marina in 1965, was a <br />popular seafood restaurant that hosted countless conferences, proms, weddings and birthday <br />parties. The approximately 27,000 square foot restaurant had one the largest banquet rooms in <br />the east bay, which could accommodate up to 500 people. Though the restaurant closed its doors <br />in 1993, the City has not demolished the existing pillars in order to retain the right to cover the <br />bay through the San Francisco Bay Conservation and Development Commission (BCDC) for <br />future development. <br />The area surrounding the former Blue Dolphin including the "outside of the elbow" is a premiere <br />development site which consists of approximately four acres directly on the San Francisco Bay. <br />The site has waterfront access on two sides with unobstructed views to the San Francisco skyline <br />and Oakland Airport to the north and the boat slips to the south. <br />The City worked closely with the Network Conference Company <br />from 1996 through 1998 to create a plan to develop the site as a <br />major corporate conferencmg center and hotel. The project <br />consisted of three buildings: an approximately 65,000 square <br />foot, two-level conference building, and two three-story 100- <br />room hotel wings (a total of 200 rooms). The approved project <br />included reconf guyed parking areas, a new loop road, a <br />substantial entry concourse, and most significantly, a series of <br />crucial public access enhancements. The City and the developer <br />secured entitlements for the proposed development, which was <br />never constructed due to difficulties in obtaining cost-effective <br />financing. <br />3. Mulford Point: A scenic vista view point next to the San Leandro Marina that offers a view of <br />the San Francisco Bay, San Francisco and the Pacific Ocean. This park is owned and maintained <br />by the City of San Leandro and is available for wedding and parry rentals through the Recreation <br />Department starting at $100 for San Leandro residents. The park is rented approximately 6 <br />times a year. The major feature of the park is the Lost Boats Memorial which commemorates <br />those who died in submarines during WWII. <br />1998 Hotel and Conference Proposal <br />
